Description
AIE Bridge J&A N-14-31 Redacted 2016 Synopsis: The intent of this notice is for informational purposes only. This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. W911QY-14-D-0023 J&A Synopsis On 30 June 2016, Natick Contracting Division-Orlando, U.S. Army Contracting Command - Aberdeen Proving Ground, executed a Justification and Approval (J&A) to increase the ceiling on the existing sole source bridge effort (W911QY-14-D-0023) by $16.5M from $12.5M to $29M to cover fielding activity through August of 2017. The Government previously executed this bridge effort to fulfill the AIE-2 requirement via a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with an ordering period of 18 months for FFP Delivery Orders (DO). The increase to the proposed effort is for existing AIE-2 requirements awarded pursuant to the authority of Federal Acquisition Regulation (FAR) §6.302-1(a)(2)(ii). The contract ceiling adjustment enables execution of ongoing requirements for AIE DOs in support of the JPdM-FPS force protection mission. The increased bridge contract ceiling requirement is for the Fort Hood, Military Ocean Terminal, and Letterkenny installations, anticipated at approximately $16.5M. With the AIE-3 award affirmation in 4QFY16, the Government does not anticipate the awardee completing required lab and operational testing for AIE-3 until August 2017. Award of the additional bridge contract DO responds to real-world priority for force protection at these locations, and enables continued AIE-2 program execution through completion of AIE-3 required tests. AIE-2 provides a cost effective system to enhance Installation Access Control Point (ACP) security. The system connects directly to the web-based middleware solution called the Interoperability Layer Service (IoLS) and various authoritative databases at Defense Manpower Data Center (DMDC). This interface is In Accordance With (IAW) the Defense Installation Access Control (DIAC) IoLS Initial Capabilities Document version 2.1 and Software Development Guide. AIE-2 automates identity authentication and verification of registered personnel entering the Installation, minimizes guard force requirements, allows for adaptation of increased authentication requirements at high threat levels and facilitates registered personnel entry onto multiple Installations without re-registration. AIE-2 is modular and scalable to allow future extensions to other security, access control and force protection systems. The system is currently used in CONUS military locations with possible future employment at Outside Continental United States (OCONUS) sites and temporary locations.
