Michelle Smith/409 SCMS/GUME) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of the following Special Cable Assemblies: 6150-01-388-4006GG W-01 Cable DAA3524W001-003 6150-01-382-1424GG W-02 Cable DAA3524W002-003 6150-01-382-1498GG W-03 Cable DAA3524W003-001 6150-01-382-5810GG W-04 Cable DAA3524W004-001 6150-01-382-1403GG W-05 Cable DAA3524W005-003 6150-01-382-1414GG W-06 Cable DAA3524W006-003 6150-01-513-7363GG W-11 Cable DAF3524W011-001 6150-01-513-7367GG W-12 Cable DAF3524W012-001 6150-01-513-7364GG W-13 Cable DAF3524W013-001 SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Special Cable Assemblies listed above on the Smart Bomb Rack Assembly (SBRA). ITEM DESCRIPTION The SBRA is a relay box that gives the B-2 capability to drop up to 80 500lb class guided weapons each with its own target. SBRA cables W-1 through W-4 provide connectivity for the aircraft to the SBRA. The W-12 and W-13 are how the SBRA electrically interfaces with the Guided Bomb Unit -38. Cables W-05, W-06 and W-11 are static cables on the rack that connect the Smart Bomb Rack Controller inside the SBRA to the Bomb Release Unit -52. The SBRA Cables operate in a harsh environmental condition that includes temperature ranging from -65°F to +160°F, mechanical and chemical forces such as humidity, ozone, shock, and vibration. The cables must retain integrity when exposed to foreign substances and to the twisting and bending normally associated with handling the loading and down loading operations of weapon stores. Impediment to Competition: The original equipment manufacturer for these cables is The Boeing Company (CAGE 81205). The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, The Boeing Company is the only known source with adequate knowledge of the SBRA Cables performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to The Boeing Company for the manufacture of the SBRA Cables in support of the B-2 Bomber Program. Other interested parties may identify their interest and capability to respond to the requirement no later than Insert 31 Sep 2016 by emailing lisa.smith.39@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
