Sources Sought Template (Request for Interested Manufacturers) FROM: Rodney W. Mathis / 411 SCMS/GULA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of the Receiver Transmitter NSN 5821-01-447-6014, PN 622-8149-031. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the (TACAN) Receiver Transmitter NSN 5821-01-447-6014, PN 622-8149-031. ITEM DESCRIPTION The (TACAN) Receiver Transmitter is a system used on the UH-1N helicopter. This aircraft is a utility helicopter that is used by the Air Force for missile site surveillance, nuclear convoy protection and search and rescue missions. All the parts of a UH-1N, except the fuselage, can be replaced making the end of life of the UH-1N indefinite. The (TACAN) Receiver Transmitter is an airborne navigation aid which operates in con junction with ground TACAN reference stations or with other airborne TACAN units. The system gives relative bearing, slant-range distance, course deviation, TO-FROM, and tone identification of selected navigational ground stations or distance and bearing to suitably TACAN-equipped airborne aircraft. The TACAN system operates on one of 252 channels, consisting of 126 X-mode and 126 Y-mode channels. The system operates within 390 nautical miles (NM) of a surface beacon TACAN station or within 200 NM of a suitably equipped aircraft. The system operates in the following modes selected on the CDNU: Receive (REC), Transmit-Receive (T/R), Air-to-Air Receive (A/A REC), Air-to-Air Transmit-Receive (A/A T/R), and Self-Test (in flight confidence test). Impediment to Competition: The original equipment manufacturer for this item is Rockwell Collins Inc. (CAGE 13499), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Astronautics Corporation of America is the only known source with adequate knowledge of the (TACAN) Receiver Transmitter performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Rockwell Collins Inc. for the manufacture of the Receiver Transmitter in support of the UH-1N helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 21 September 2016 by rodney.mathis@us.af.mil and/or dla.dlr.proc@us.af.mil.
