- Space and Naval Warfare Systems Center Atlantic (SSC$B!>(BAtlantic), N. Charleston, SC, intends to extend the ordering period for Contract N65236$B!>(B14$B!>(BD$B!>(B2813 with Northrup Grumman Systems Corporation from 06 November 2016 to 06 May 2017 to allow time for a follow-on competitive contract. This extension will permit continuity of services for SPAWARSYSCEN Atlantic to provide professional field and marine engineering services, material acquisition, as well as repair, refurbishment, software, and ISEA engineering support for navigation systems. Navigation Systems such as the Inertial Navigation System AN/WSN-7/7A Ring Laser Gyro Navigation (RLGN) systems, AN/WSN-7B Ring Laser Gyrocompass (RLG), MK39 Ring Laser Gyro, NAVIGAT Gyro Compass, MK27F Attitude and Heading Reference System, Integrated Bridge System /Voice Management System (IBS/VMS), NAVIKNOT Multi-sensor Speed Logs (Models SRD331, NIII, & N350E), NAVITWIN III CMS (IV HMS), Digital Tape Repeater (DTR) 600, Digital Bearing Repeater (DBR) 600, Jupiter Magnetic Compass, Navigation Data Concentrator Units (NDCU) and the Navigation Data Distribution System (NAVDDS). The Ring Laser Gyro Navigator System is the Program of Record for surface ship and submarine Inertial Navigation Systems (INS). The AN/WSN-7B RLG is fielded aboard both surface ships and submarines. These systems provide full ship navigation capability as well as interface digital data such as position, velocity, velocity rates, and time information to other ship systems. These are currently the most sophisticated and advanced navigation systems in U. S. Navy ships. These navigation systems are critical to the mission of the ship in which they are installed, as they directly affect the weapons systems$B!G(B performance. This action is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302$B!>(B1, $B!H(BOnly one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for competitive proposals. Any responses to this notice must show clear and convincing evidence that competition of the work required for this period would be advantageous to the Government. A determination by the Government not to compete this contract modification for an ordering period extension based on this notice is solely within the discretion of the Government.
