Description
Airport Traffic Control Tower (ATCT) Fire Protection/Life Safety Upgrade, Toledo Express Airport (TOL), Swanton, OH The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for the Airport Traffic Control Tower (ATCT) Fire Protection/Life Safety Upgrade Project at the Toledo Express Airport (TOL) in Swanton, OH. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE The work as generally outlined below shall include, but not be limited to: Obtaining all required state and local permits Installation of new walls and doors Firestopping existing and/or newly made through penetrations or openings through fire resistance rated walls, floors, soffits, etc. with fire-stop systems including sealant(s), caulks, mortars, mineral/ceramic wool, gypsum wallboard, and/or masonry. Fireproofing structural steel and underside if metal deck in electrical chase Adjustments and corrections to existing door hardware to provide proper closing and latching. Modifications/extensions to the existing fire alarm system. Modifications/extensions to the existing fire suppression system. Installation of new fire extinguishers. Modifications to and testing, adjusting and balancing of the existing stair pressurization system. Training for personnel assigned by the FAA and Toledo Airport Authority. Preparation of documentation describing as-built configuration and operation and maintenance of systems and equipment and warranty of the work. This facility contains asbestos containing materials (ACM) and the work will impact the ACM. Special care must be taken to ensure the asbestos does not become airborne. The Contractor shall provide all materials, labor, equipment and services to perform the work included in the Construction Documents. The Contractor shall complete the construction in 90 calendar days, start to finish. The construction site is located at the Toledo Express Airport in Swanton, Ohio. This facility is active and operational. The Contractor shall comply with all procedures, rules and regulations of the airport and FAA and shall minimize interference with the function of the facility. The FAA may declare various moratoria which may prohibit parts of the construction work that might affect or pose a risk to the operational air-traffic control functions of this facility on dates near the peak travel periods of the OSHCOSH Air Show, Thanksgiving, Christmas, and the New Year. Time is of the essence in performance of this work to avoid encountering such a moratorium period. The Contractor shall not work during the Moratorium periods. The Thanksgiving Moratorium shall be from the Friday before Thanksgiving to the Tuesday after Thanksgiving. The Christmas/New Year Moratorium shall be from the Friday before Christmas to the Tuesday after New Year. All work shall be in accordance with the plans and specifications. The total estimated price of the proposed construction project is between $400,000.00 and $500,000.00. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 236220 “ Commercial and Institutional Construction Contractors. The solicitation will be competed as a small business set-aside. The small business size standard is $36.5 mil. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Offerors must receive a œGo on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a œGo rating the offeror must have 5 years of experience performing work of similar size and scope, be able to provide the necessary bonding for a projects of this size (construction estimate of $400,000.00 to $500,000.00), and complete the following documents: 1.Business Declaration 2.Sensitive Security Information Form 3.Past Experience Information* *To receive a œGo rating for past experience, the offeror must provide three (3) related projects, performed at FAA or other Government facilities, with project values over $150,000.00 per project, completed in the past five years. The information provided will also be used as part of the responsibility determination. Responses must be emailed to mary.higgins@faa.gov, no later than 12:00 Noon (Central Standard Time) on Thursday, 09/15/2016. Failure to submit all required information will deem the request for solicitation as non-responsive. NOTE: Contractors must have active registration in System for Award Management (SAM), formerly the Central Contractor Registration (CCR), before award can be made.
