- Notice of Intent to Sole Source ERDC Contracting intends to solicit and award on a sole source basis under the authority of FAR 13.106(b)(ii) - Soliciting Competition to PROCESS OPTIMIZATION CORPORATION, 42726 Settler Ridge, Murrieta, CA 92562-3313. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The NAICS code for this requirement is 541712 with a size standard of 500 employees. Process Optimization Corporation is the only known source that can provide Franc3d v7 license renewal for an existing license. Franc3d is a software tool that extracts a small portion of 3d finite element models, inserts one or more cracks, re-meshes, executes the analysis program, computes fracture parameters, extends the cracks, and computes a stress intensity factor history and fatigue life. Franc3d has the capability to evaluate the required features by integrating into current modeling tools being utilized by ERDC. The software tool provided by Franc3d is compatible with current models and infrastructures that have been developed by ERDC. The existing Franc3d v7 license expires on 30 September 2016. Fracture Analysis Consultants, Inc. - FRANC3d v7, 1-year license 1 (quantity) This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All interested responsible sources who feel they are capable of fulfilling this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be in writing and must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Any information submitted shall be furnished at no cost or obligation to the Government. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on September 12, 2016. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
