- SOURCES SOUGHT NOTICE NOTE: THIS IS A SOURCES SOUGHT NOTICE REQUESTING INFORMATION. THIS IS NOT A SOLICITATION. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED AT THIS TIME. The Bay Pines VA Medical Center is conducting market research to determine the availability of qualified, technically capable vendors to provide the necessary facilities, labor, supplies, and supervision for Housing of Medical Students for the C.W. Bill Young VA Medical Center in accordance with the below Performance Work Statement (PWS). PERFORMANCE WORK STATEMENT STUDENT HOUSING Scope of Work The contractor shall provide housing for up to twenty-four (24) authorized medical college students enrolled in the Veteran Affairs (VA) Medical Student Program. The rooms offered shall be within a five (5) mile distance of the C.W. Bill Young VA Medical Center (hereinafter CWBYVAMC), which is located at 10,000 Bay Pines Blvd., Bay Pines, Florida 33744. This will be a Single Source Requirements Contract. Place of Performance Performance will take place utilizing housing within a 5 mile radius of the CWBYVAMC and be located within one (1) mile of shopping and transportation. Housing must be deemed safe and secure and not be located in a high crime area, as determined by the Pinellas County Sheriff's Office. Housing must be located in a gated area to include secured parking next to the unit and not off-site. Background The objective of this project is to provide affordable and safe housing for medical students participating in various disciplines within the Medical Student Program at the CWBYVAMC in Bay Pines, Florida. Due to the extended distance from various medical colleges, students participating in the VA's Medical Student Program are required to reside in close proximity to the CWBYVAMC. Providing housing for the Medical Student Program will improve recruitment and retention of physicians. General Requirements a.Housing - The contractor shall provide furnished housing with a common area, kitchenette, separate bedroom, and separate bathroom for each occupant for up to twenty-four (24) authorized medical college students. Amenities will include 24/7 Internet/Wi-Fi access, fitness facility, and access to washer/dryer in unit. b.Quality and Location of Offered Space - The Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the Contracting Officer (CO). If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the space with modern conveniences. Streets and public sidewalks shall be well maintained. A circuitous route through an unsightly neighborhood is undesirable. c.Local Amenities - A variety of inexpensive or moderately priced fast-food and/or eat-in restaurants, retail shops, cleaners, and banks, shall be located within the immediate vicinity of the building, but generally not exceeding a one mile radius. (Amenities must be existing or the offeror must demonstrate to the Government's reasonable satisfaction that such amenities will exist by the Government's required occupancy date.) Terms of Contract This Requirements Contract has an initial base year period of performance of 5/1/2017 through 4/30/2018, with four (4) one-year option periods. Housing Unit Requirements a.Daily housing rates shall include all applicable taxes, fees, and any other no-charge services offered to residents. b.Telephone Service Requirements: 1.Contractor shall provide local area, touch-tone, telephone service (no deposit required) for each unit. The telephone service may be capable of long distance when calls are placed using a calling card or other telephone charge method. 2. Telephone service shall be provided in each room, equipped with voice messaging system or front desk message service. c.Housing shall comply with all city, county and state building codes and ordinances applicable to the ownership and operation of the building in which the rooms are located. d.Housing shall be fully furnished and include a living room, dining area, kitchenette, bedrooms, and bathrooms. Additionally, each unit shall be designated for same gender occupants, include a separate bedroom and separate bathroom for each occupant, and include bed linens, towels, and washcloths. The bedrooms shall have queen beds (or larger) and other furnishings to include a dresser, storage, desk, chair, lamp, clock radio, TV, phone, etc. The kitchenette will be fully equipped with a sink, full-sized refrigerator/freezer, microwave oven, stove top oven, toaster, coffee maker, cooking utensils, dishes, silverware, kitchen towel, and dishcloth. e.The fully furnished unit shall include contractor provided utilities, telephone, high speed Wi-Fi, basic cable, and garbage removal. f.All units shall be non-smoking. As these units are contracted by the CWBYVAMC and are non-smoking units, smoking will not be permitted in these units. Anyone found doing so would be barred from the VA's Medical Student Program. The Offeror will provide a "designated smoking area" with proper signage. No illegal use of liquor, drugs, or disrupted behavior will be tolerated in these units at any time, as they are contracted by the CWBYVAMC; anyone found doing so will be asked to leave and will be barred from the VA's Medical Student Program. Any damages or excessive cleaning cost due to negligence will be at the responsible Medical Student's personal expense. g.There will be a rotation of students approximately every 6 weeks and units are required to be cleaned between rotations. Housing must be neat and clean upon student's check-in. Housing Reservations a.Housing reservations, occupancy, and monthly invoicing will be on the following basis: (1) The Contractor shall allow contracted housing to be occupied only by specific individuals referred by the Medical Student Program Coordinator or designee of the CWBYVAMC. The Medical Student Program Coordinator or designee will inform the Contractor of each individual's name and the expected arrival date at the Contractor's housing unit. (2) Emergency Repair Services shall be provided twenty-four (24) hours per day, seven (7) days a week, 365 days a year. The contractor shall provide an emergency contact number for required repairs. b.The authorized dates and length of stay will be documented on the CWBYVAMC authorization sheets and e-mailed to the Contractor by the Medical Student Program Coordinator or designee. In the event that a VA referred occupant refuses to leave the housing unit, the Contractor shall immediately notify the Medical Student Program Coordinator or designee. In addition, if a VA referred occupant checks out of the housing unit without prior notice from the VA, the contractor shall immediately notify the Medical Student Program Coordinator or designee at the VA. c.Each month the Medical Student Program Coordinator or designee and the contractor will reconcile the number of housing units in use, names of authorized individuals, and their assigned housing units. This will be done via e-mail between the contractor and the Medical Student Program Coordinator or designee. The Medical Student Program Coordinator and/or designee's name, phone number, fax number, and e-mail address will be given upon award. Occupant Emergencies In the event a VA referred occupant is in an emergency situation of any kind, the Contractor shall contact the 911 emergency medical services to respond to the emergency. Once the emergency has ended the Contractor shall notify the Medical Student Program Coordinator or designee at the VA of the situation. General Building Requirements and Specifications a.Fire Safety: (1) Buildings in which space is offered shall be evaluated in accordance with latest editions of the a.The standards of the Life Safety Code (National Fire Protection Association (NFPA) #101); b.The fire and safety code imposed by the State Law; and c.City, State, and Federal requirements concerning licensing and health codes (2) Equipment, services, or utilities furnished and activities of other occupants shall be free of safety, health, and fire hazards. When hazards are detected, the contractor shall promptly correct hazards. (3) Maintenance of contractor-owned fire extinguishers shall be provided by the contractor in accordance with NFPA Standard No. 101. a. As required by code, smoke detectors/alarms shall be installed in each room, office, storage area, hallways and other common areas. (4)Elevators: If elevators are a part of the complex, they shall conform to the latest requirements of the American National Standard A171 and A171a Safety Code for Elevators, except for elevator emergency recall and shall be inspected and maintained in accordance with American National Standard A17.1, Inspector's Manual for Elevators or equivalent local code. The elevators shall also comply with local codes and ordinances. (5)Miscellaneous: No activity to the building and/or grounds that would cause an increase in dust, dirt or spores to be airborne (i.e., renovation to the building, movement of earth on the grounds) shall take place without the contractor's written notification to the VA at least seven (7) calendar days in advance of the event. (6)Inspection: The Government reserves the right, at any time before and after contract award and during the term of the contract, to inspect the housing and all other areas of the complex access to which is necessary to ensure a safe and healthy environment for the VA referred occupants. Quality Assurance Contractor shall have an on-going quality assurance program designed to objectively and systematically monitor and evaluate the quality and cleanliness of housing units, accessibility, and resolve identified problems. The written plan shall delineate the objective of the quality assurance activities, scope of the activities, activities for monitoring and evaluation, methods for reporting results, mechanisms for taking follow-up action and responsibilities of staff for each activity of the quality assurance program. The objectives, scope, organization, and effectiveness of the quality assurance plan shall be evaluated at least annually and revised as necessary. Reports (1) Contractor shall provide to the Contracting Officer's Representative (COR) monthly reports on any specific issues/problems for that month along with their solutions to correct these issues. (2) Contractor shall provide to the COR quarterly activity reports, with the following information: "Number of complaints regarding housing units not available upon date of check-in noted by students. "Number of complaints regarding housing units not clean upon check-in noted by students. "Number of complaints regarding non-working appliances and/or utilities in the housing units. "Number of complaints regarding issues the contractor has had with students residing in housing units. RESPONSE *If your firm is fully qualified to perform the required services, please complete and return the attached Market Research Worksheet. Any response that does not provide the necessary information in the capability statement will be considered to be a negative capability response. Responses to include the Market Research Worksheet shall be sent via email to steven.scharlow@va.gov no later than 4:00 PM EST on 9/13/2016.
