This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. N62470-15-R-4007 Base Operating Support (BOS) for Naval Support Activity Camp Lemmonier, Djibouti Africa, Chabelley Air Field, Djibouti, Camp Simba, Manda Bay, Kenya, and at times other locations within the continent of Africa This is a pre-solicitation notice to notify potention offerors for Base Operating Support (BOS) contract N62470-15-R-4007 for Naval Support Activity Camp Lemmonier, Djibouti Africa, Chabelley Air Field, Djibouti, Camp Simba, Manda Bay, Kenya, and at times other locations within the continent of Africa. The proposed contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items. The work includes, but is not limited to, providing all management, supervision, labor, materials, and equipment necessary to provide services for: General Information, Management and Information, Public Safety (including Force Protection, Fire and Emergency Services, and Emergency Management), Air Operations (including Airfield Facilities and Passenger Terminal and Cargo Handling), Ordnance, Supply (including Material Management and Supply Services), Morale, Welfare and Recreation Support (MWR), Galley, Bachelor Quarters,/Unaccompanied Housing, Facilities Support (including Facility Management, Facility Investment, Custodial Services, Pest Control Services, Integrated Solid Waste Management (ISWM), Grounds Maintenance and Landscaping, and Pavement Clearance), Utilities (including Utility Management, Electrical, Wastewater, and Water), Base Support Vehicles and Equipment (BSVE), and Environmental. The solicitation utilizes source selection procedures in accordance with Federal Acquisition Regulation (FAR) Part 15, and will require offerors to submit a technical proposal, past performance and corporate experience information, along with a price proposal for evaluation by the Government. The tradeoff source selection process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror. Award will be made to the responsible Offeror(s) whose proposal conforms to the Request for Proposal (RFP), will be most advantageous to the Government resulting in Best Value, price and other non-price factors considered. The NAICS Code for this procurement is 561210, Facilities Support Services and the annual size standard is $38.5 million. The contract term will be a base period of one (1) year with seven (7) one-year option periods for a total maximum duration of ninety-six months (96) months. The services are currently being performed under contract N62470-13-D-3008 to Kellogg, Brown and Root Services (KBR) awarded in 2013 as an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation was issued as full and open competition. The current year ™s total estimated price for the Recurring Work (firm fixed price) $37,461,725.46 and Non-Recurring (indefinite delivery indefinite quantity) is $59,654,219.18. THIS PROCUREMENT IS SOLICITED ON AN UNRESTRICTED BASIS WITH FULL AND OPEN COMPETITION. A sources sought was posted to NECO on 30 June 2014 to determine availability and capability of businesses to perform the requirement. Given the nature of the work, there will be no state-side work and all services under this contract will be performed overseas; set-asides are not required, a subcontracting plan is not applicable, and NAVFAC Atlantic ™s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement._All responsible sources may submit a proposal which shall be considered by the agency. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/#1. The anticipated RFP date is on or about 19 September 2016. Proposal due date will be on or about 3 November 2016. Offerors can view and/or download the solicitation, and any attachments, at Navy Electronic Business Opportunities (NECO) at https://www.neco.navy.mil/ and / or the Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov/.
