Description
The 212th RQS operators require durable protective gear for operations in the wide variety of Alaskan weather conditions, to include below-zero temperatures, blizzards and wet and windy conditions. The following items will be used to construct an Arctic Sustainment Package: an air-droppable, mass-casualty kit developed to sustain patients in -40 degree F temperatures. These kits are critical to keeping patients warm during extended periods when exfiltration can be delayed for up to 72 hours. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All items below are brand name or equal. If quoting "or equal" items, please include all physical, functional and performance capabilities. This requirement is a 100% small business set-aside, NAICS 339920. The Government has the right to award all, some, or none of the line items listed below. Please provide a reasonable delivery date, cage code, and tax identification number with your quote. 0001 - (60) EA- MFR: Wiggy's; Survival Kits for U.S. Air Force or equal Must have the following salient characteristics: • All of the following components must be insulated with 6 oz. Lamilite or equal • Good to at least -20 degrees F • Approved for USAF Aviation Emergency Kits • A poncho that can be worn or converted to a sleeping bag • A pant that closes on each side with hook and loop • An insulated head and face cover • Boot covers that go to the knee • Mittens that go above the elbow • A carry bag to hold all of the components • Color: International Orange 0002 - (60) EA- MFR: Wiggy's; Victims Casualty Hypothermia Bag or equal Must have the following salient characteristics: • The interior and exterior fabrics must be waterproof. • The bottom is 1000-denier cordora and the lining and top are 200 denier oxford nylon or equal • Insulation used must be L-12oz or equal • Zippers throughout must be #10 YKK zippers or equal • The top half of the bag must separate completely from the bottom half to easily place a victim and for sanitization washing after use • Opened from either end and either side by zipper depending where it is necessary to provide service to the victim • Zipper in the middle of the foot/leg area to expose a portion of either leg • Pocket panel that can be opened at waist level for mid section access • Access point for each arm that does not require opening the zipper • Chest pocket located inside the bag for necessary additional heaters • 8-man carry feature that provides adequate space on either side of the bag for on foot extractions • Adjustable rescue litter straps that run length and width on the underside of the bag • Must have a compression sack • Color: International Orange top 0003 - (60) EA- MFR: Wiggy's; Ground Pad or equal Must have the following salient characteristics: • Exterior fabric textured (similar to corduroy) or equal • Waterproofed 300 denier polyester or equal • Padding must be Densified Polyester Fiberfill or equal • Must NOT BE air filled or foam • Color: International Orange • Size: Medium - 28" x 60" (or approx) 0004 - (60) EA- MFR: Nalgene; Bottle Sleeve or equal Must have the following salient characteristics: • Insulated 32 oz Nalgene cover • Color: International Orange 0005 - (60) EA- MFR: Wiggy's; Overboots or equal Must have the following salient characteristics: • Size: Large or 13 us shoe size (12 ounces or less) • Rear entry for ease of putting on • Perform to -25 degrees F • Upper shell to be constructed of waterproof 600 denier polyester or equal • Lining to be constructed of 200 denier oxford nylon or equal • waterproof laminated to the L-6 Lamilite or equal • Must have a web strap that goes around the ankle to hold it in place 0006 - (60) EA- MFR: Wiggy's; Lamilite Socks or equal Must have the following salient characteristics: • Must not retain any moisture • Must not stretch out of shape • Must not retain odor 0007 - (60) EA- MFR: Wiggy's; Compression Stuff Sacks or equal Must have the following salient characteristics: • Must be water resistant • Large enough to fit all above listed gear • Color: Orange 0008 - (1) EA: Shipping to JBER, AK 99506 Please include shipping directly to Anchorage AK 99506. Firms that believe that they can provide similar required items must provide supporting evidence to the Contracting Officer. This announcement constitutes the only written notice. Basis for award will be the best value to the Government. In accordance with FAR 52.212-2, the Government will award a contract/purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate offers: Technical (item specifications) and Price. The following provisions are incorporated by reference: FAR 52.204-7 Central Contractor Registration, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Alt I Offeror Representations and Certificates-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions-Commercial Required to Implement Statutes of Executive Orders-Commercial Items. To be eligible for contract award, all contractors must be registered with the System for Award management (SAM) found at https://www.sam.gov/portal/public/SAM/.
