Z-140 Room 114 Norfolk, VA 23511 Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for P403, recruit reconditioning center and barracks renovation, Marine Corps Recruit Depot(MCRD), Parris Island, South Carolina area as follows: P-403 RECRUIT RECONDITIONING CENTER AND BARRACKS RENOVATION, MARINE CORPS RECRUIT DEPOT(MCRD), PARRIS ISLAND, SOUTH CAROLINA Detailed Description of the Project: The project is to design-build a Recruit Reconditioning Center and Barracks (RCC and RB) facility serving MCRD PI ™s Special Training Company (STC). The project includes two components: new construction of a Recruit Reconditioning Center connected to a Recruit Barracks, which will include demolition, renovations and additions to existing Building 6004. Building 6004 is a two story śH ť shaped barracks constructed circa 1987 with four (4) two-story WINGs, each WING having a squad bay on each level (eight squad bays total). 6004 also includes a CORE area with support functions including drill instructor (DI) offices, and recruit heads and showers as well as building support functions. The existing building footprint is 64,000 square foot. Recruit Barracks (RB): Demolish the CORE area and two of the four existing two-story squad bay WINGs, retain and renovate the remaining two WINGs for the STC recruit barracks. The designer must determine which two WINGs to retain during the design process. Renovate the two retained WINGs, including replacement of existing interior wall and floor finishes (as designated), HVAC, lighting, roofing, and exterior windows. Complete an appropriate blast analysis and strengthen the existing construction to comply with UFC 4-010-01 śDoD Minimum Anti-Terrorism Standards for Buildings ť. As a part of the RB design, provide new support/core functions adjacent to and serving the retained WINGs and replacing the demolished CORE area of Building 6004. New support/core functions must include drill instructor huts, command suite, gang-style heads, laundry, mechanical, electrical and telecommunications rooms, elevator(s), janitor and storage closets, stairs and circulation. The new RB support/core area may also contain RCC support/core functions (e.g., mechanical, electrical, communications spaces, etc.) where determined by the designer to be cost-effective. Provide the RB with pile-supported foundations and first floor slabs, reinforced masonry exterior walls, and membrane or standing seam metal roof. Integrate the design of the RB with adjacent site features. Recruit Reconditioning Center (RRC): Provide the Recruit Reconditioning Center (RRC) component of the building to include Sport Medicine and Rehabilitation Training (SMART) and Sport Medicine and Injury Prevention (SMIP) facilities as well as entry and support functions. Entry functions will include a check-in area and nearby waiting area, the latter also designed to flexibly accommodate classroom instruction. Locate ancillary entry toilet and entry support functions nearby. Provide one combined area for both a SMART reconditioning area and a SMIP reconditioning area surrounded by an open circulation corridor. Arrange enclosed rooms outboard of that same corridor “ to include hot and cold tub rooms, exam rooms, offices, treatment rooms, conference room, kitchen / break room, staff lockers and restrooms. Provide an RRC design with pile-supported foundations and first floor slabs, reinforced masonry exterior walls, and standing seam metal roof. Integrate the RRC design exterior character and adjacency relationships with adjacent site features. Demolition: Demolish two of the existing four WINGs and the entire CORE area of building 6004. The WINGs are each two-story with first floor slabs on grade. The CORE is two stories with a crawl space below the first floor. The entire building is supported on a pile foundation. Bulk demolition includes existing piles, pile caps, and grade beams as needed to accommodate new construction. Selective interior demolition in the two WINGs to remain includes; ductwork, lighting, windows, ceilings, and interior wall and flooring finish materials. Include in the scope of work abatement of Asbestos Containing Materials (ACM) and Lead Based Paint (LBP). Site Design and Improvements: The site is within the Main Campus District of MCRD PI. Development objectives include efficient use of land, reduction of environmental impact by use of sustainable solutions, establishment of safe non-vehicular pathways, preservation and enhancement of landscape and architecture standards, and supporting the facility Building Envelope Standards (BES) and Street Envelope Standards (SES). Construction will comply with the Base Exterior Architectural Plan (BEAP), which emphasizes a strong relationship between the building and the site, clean simple forms, historical proportioning of windows and doors, and brick detailing that reflects the character and history of the Main Campus District. Site improvements include but are not limited to: utility connections, earthwork, grading, stormwater control in accordance with South Carolina Department of Health and Environmental Control (SC DEHEC), exterior lighting, AT/FP features, landscaping, exterior entrance plaza ™s with furnishings, concrete troop formation and sidewalks, and parking for approximately 35 vehicles; including 31 POV ™s, 2 Handicap spaces, motorcycle parking and 2 spaces for rechargeable vehicles with charging stations. Demolish existing overhead and below grade steam line and enclosure. Existing steam line passes east to west through the site and through the center of the building. Cut off the line on the west side of the site, re-rout the steam line outside the building footprint, preferably below grade, and re-connect to existing above grade piping on the east side of the building. Preserve existing trees on the site to the greatest extent possible. Demonstration of Capability: A. Information regarding size requirements: Submit a minimum of three (3) projects of design and construction of large renovations of commercial housing units or new construction of housing units: 1) building size of 50,000 sf or greater and 2) project value of $8,000,000 or greater. Both of these elements are required to be included among the submitted projects, but each project is not required to have both elements. B. Information regarding scope requirements: Submitted projects must include: 1) Design of a renovation of interior/exterior architectural, structural, mechanical, electrical and fire protection systems, and 2) Construction of a renovation of interior/exterior architectural, structural, mechanical, electrical and fire protection systems. C. Information regarding Complexity requirements: Based on estimated cost of renovations, it has been determined that structural evaluation of existing portions of building 6004 to remain will be required, including seismic evaluation provisions of RP8 (Standards of Seismic Safety for Existing Federally Owned and Leased Buildings), and ASCE 41-13 (Seismic Evaluation and Retrofit of Existing Buildings). AT/FP provisions of UFC 4-010-01 (DoD Minimum Anti-Terrorism Standards for Buildings) for both existing and new construction must be incorporated into the design and construction of the project. Project requires Third Party Certification TPC for Sustainability (LEED, Green Globes, Guiding Principles). Contractor using BLCC5 LCCA program may choose to use any of the HVAC scenarios including Geo-thermal Wells (Listed Below). Geothermal well field with condenser loop serving ground-source heat pumps (GSHP) may be used depending on the results of a mandatory Life Cycle Cost Analysis (LCCA). If utilized, GSHP well depth shall meet South Carolina well requirements and be fully permitted. Each well shall have its own SC State Well permit and shall be fully grouted from top to bottom. The designer of record (DOR) must conduct a thorough and careful study of the existing building 6004 and must select two of the four existing squad bay wings to retain and renovate for the śnew RB. The overall design for the RRC and RB must integrate into a coherent whole the two retained squad bay wings, the new required RB facilities and the new RRC and must resolve design and construction challenges where new structure integrates with altered/renovated existing construction. The estimated cost of magnitude for this project is $25,000,000 to $100,000,000. All service-disabled veteran-owned small businesses certified HUB-Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a setaside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than June 2017. The appropriate NAICS Codes is 238220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8(a) company, please submit an 8(a) letter from the SBA stating that you have a bona fide office in South Carolina. Capabilities statements shall address, as a minimum, the following: Submit a minimum of three (3) and a maximum of five (5) relevant construction projects completed in the past seven (7) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. Of the projects submitted, 1) building size of 50,000 sf or greater and 2) project value of $8,000,000 or greater. Design of a renovation of interior/exterior architectural, structural, mechanical, electrical and fire protection systems, and Construction of a renovation of interior/exterior architectural, structural, mechanical, electrical and fire protection systems. For purposes of this synopsis, relevant project is defined as follows: Though requirements listed under complexity are mandatory, it is not required that all be included in one project. Requirements are allowed to be listed throughout the maximum five project requirement. All responses shall include: (1) Numbers of contracts and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available of $15,000,000 bonding capacity, surety ™s name, point of contact, telephone number, email address, the maximum bonding capacity per project, and the maximum aggregate bonding, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved.
