Description
This Document outlines the reasoning and the background for the competitive limitations on the reference procurement action. NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: General Dynamics CM300 Air-to-Ground Radio System The Government hereby submits a notice of intent to award a sole source firm fixed price Purchase Order for a commercial-off-the-shelf (COTS) Air-to-Ground Communications System manufactured by General Dynamics. General Dynamics is the sole manufacturer of ground-to-air traffic control communications systems currently approved by the Federal Aviation Administration (FAA). A sole source contract with General Dynamics that references the terms and conditions of the FAA's NEXCOM Segment II contract (DTFAWA-12-C-00040) will be created. The total estimated value is less than $200,000.00. This sole source contracting action is pursuing a Justification and Approval forgoing placing an order on a competitive basis pursuant to FAR 8.405-2 for the aforementioned requirement based on the application of FAR 8.405-6(a)(1)(i)(B). This hereby constitutes a synopsis of the requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the 27 SOW and Melrose Air Force Range Training Objectives further outlined in the attached Justification and Approval. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
