INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to GE Healthcare Bio-Sciences Corp., 100 Results Way, Marlborough, MA 01752-3078 to provide the DeltaVision OMX SR System to the NHLBI Division of Intramural Research (DIR). BACKGROUND The Light Microscopy Core (LMC) of the National Heart, Lung, and Blood Institute provides light microscopy resources to assist researchers in experiments involving various studies in cell and tissue biology using light microscopes. PURPOSE To meet the growing needs for Structured Illumination Microscopy (SIM), a powerful super resolution imaging modality, the Light Microscopy Core (LMC) wishes to purchase the DeltaVision OMX SR microscope. The DeltaVision OMX SR Microscope provides three types of SIM imaging: in a thin layer at the bottom of the cell (the TIRF zone); in a single 2D plane anywhere within a cell; and for the whole cell in 3D. This microscope will allow investigators to capture cellular and molecular events at high speed in any plane within the cell with double the resolution of conventional confocal microscopes. The LMC's existing OMX Blaze V4 is not able to image in the TIRF zone or at any 2D plane within the cell. This is especially limiting for studies of cytoskeletal dynamics at the cell membrane, such as exocytosis and endocytosis, which benefit enormously from imaging using TIRF illumination. The LMC is, therefore, requesting the purchase of the DeltaVision OMX SR, which will be combined with the trade-in of the existing OMX Blaze V4. The OMX Blaze V4 will be replaced by the DeltaVision OMX SR. This purchase will provide extremely valuable support for research being conducted in the NHLBI. CONTRACTOR REQUIREMENTS The contractor shall complete the following tasks to execute the trade-in: •The contractor shall schedule a day/time with the NHLBI Project Officer for the contractor to pack and deliver the LMC's OMX Blaze V4 (S/N: OM06044) to its facilities to process the trade-in. •The contractor shall manufacture a DeltaVision OMX SR and deliver the microscope to the following location: 50 Center Drive, Bldg. 50, Rm. 2250, Bethesda, MD 20892. •The contractor shall install and ensure proper function of the DeltaVision OMX SR at the above location. The contractor shall maintain the new DeltaVision OMX SR for a period of twelve (12) months following installation in accordance with the standard warranty terms. JUSTIFICATION The sole source determination is based on the fact that only GE is capable of fulfilling the requirements of this contract. Although GE has third-party resellers for its products, GE will not authorize one of its third-party resellers to conduct this trade-in. Any attempt of executing such a trade-in with any other company will void the 12-month OEM standard warranty for the new GE DeltaVision OMX SR system. As a result, no other company is capable of meeting the work requirements of this contract. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1,000. This acquisition is being conducted under FAR Part 13.5, Simplified Procedures for Certain Commercial Items, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89-1 (August 15, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 14, 2016 at 3:00PM EST and must reference synopsis number NHLBI-CSB-HL-2016-221-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan M.
