- SOURCES SOUGHT NOTICE. No solicitation is available. This notice is released pursuant to FAR 15.201e, Exchanges with Industry. Portsmouth Naval Shipyard (PNS) is seeking to identify sources to accomplish a Firm Fixed Price contract for the repair, restoration, and testing of: Vertical Launch Systems, Hatch Operating Gear, Missile Tube Flood and Drain, Air Pressure Vent System, and associated components and equipment on a Los Angeles-class (aka 688-class) submarine. The removal/reinstallation of Vertical Launch System (VLS) components and associated components services shall be performed at the Portsmouth Naval Shipyard; refurbishment of removed components shall be conducted at Contractor designated facility. Services are expected to begin in January 2017. Interested parties may request a copy of the Statement of Work (SOW) through the Contract Specialist - only those with a DD2345 will be eligible to receive it. Interested sources will provide qualified personnel capable of performing the typical tasks identified by trade. Interested parties must be able to provide qualified personnel for all work involved in the requirement. The NAICS code for this requirement is 336611, Ship Building and Repairing. This sources sought is a market research tool being utilized to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of Request for Proposal (RFP). Therefore, all interested parties are encouraged to respond. In accordance with FAR 15.202e, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Only responders who meet the following criteria should respond to this sources sought notice: •1. Meets specifications outlined in the Statement of Work •2. Is willing to obtain, or already possess, an active CAGE Code with the Central Contractor Registration (SAM.gov). •3. Does not appear on the Excluded Parties List Responses should include the following information: •1. Responder's contact information including company name. P.O.C. name, telephone number, fax number, email address, street address, CAGE, and TIN •2. Trade Qualifications and Certifications, including any potential subcontracting arrangements or partnerships •3. Previous Contracts Performed for Similar Scope of Work Questions regarding this announcement shall be submitted in writing by e-mail to Christina Allaire at christina.allaire@navy.mil, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the www.fbo.gov. The Government does not guarantee that questions received after September 15 th @ 5:00 pm EST will be answered.
