Description
NASA/Goddard Space Flight Center (GSFC) has a requirement in support of NASA GSFC's Information Technology & Communications Directorate (ITCD). The ITCD, IT Programs Office, IT Governance & Strategic Sourcing is finalizing its multi-year effort to build and implement GSFC's first Center-wide governance framework. Work under this framework known as, the GSFC Federated Governance Model, has created consensus among the Center Director, Chief Information Officer (CIO) and Center Directors of harmonize IT investments and advance GSFC IT programs based on shared needs and interests. The remaining work on this program requires an in-depth knowledge of the Model drivers and history, and the ability to leverage the delivery to-date to finalize Model deliverables and move activity to sustaining Operations and Maintenance (O&M). The contractor must meet the following requirements for experience and performance: • A deep understanding and direct experience with the GSFC Federated Governance Framework and established governing boards. • Experience with governing directives. • Experience developing and delivering facilitation services to senior government staff and governance bodies. • Experience with the development and approval process for NASA Procedural Requirements (NPRs). • Experience with the system and process for both ITPRs and Section 516 evaluations. Experience with GSFC and NASA records management directives and practices. • Experience with delivering Public Law 113-06, Section 516 requirements for security reviews for system purchases. • Experience developing and providing training to GSFC personnel. NASA/GSFC intends to contract services with The Ambit Group, LLC. The Ambit Group is presently procuring the above service requirement under an existing contract. The current vendor has the unique ability to provide the follow-on work for implementing the Federated IT Governance Framework and Future State Architecture developed in the prior phases of this project and migrating the framework to sustainable O&M status. The creation of stakeholder buy-in and the full commitment of code representatives across the Center will be lost if we have to introduce resources unfamiliar with the Governance framework and have to regress in the project using new methodologies and processes. The Government intends to acquire services utilizing the applicable statutory authority permitting Limited Sources as cited under 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Interested organizations may submit their capabilities and qualifications to perform the effort to Ms. Nina Albritton via email at nina.a.albritton@nasa.gov not later than 4:30 p.m. eastern standard time on September 22, 2016. Only emailed responses will be considered. Such capabilities and qualifications statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
