Description
NONCOMPETITIVE: SHORT-PERIOD, PASSIVE ANALOG SEISMOMETERS The U.S. Geological Survey's Alaska Volcano Observatory (AVO), Earthquake Science Center (ESC), and Volcano Disaster Assistance Program (VDAP) have a requirement for short-period, passive analog seismometers. These instruments will be integrated into existing networks and so must match the output characteristics of existing instruments. We require seismometers with a single vertical sensor component (quantity thirty-two (32)) and seismometers with three sensor components (one vertical and two orthogonal horizontals, quantity nine (9)), as well as cables and case tops. In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the USGS has determined that there is only one source reasonably available to fulfill this requirement, Sercel, specifically the model L4C single vertical sensor seismometer and the L22D three sensor components seismometer. These are the only passive units of appropriate physical size and output characteristics to integrate into our existing network without disruption to continuity of data and efficiency of operation. With regard to the single component seismometer, we are aware of the Geotech S-13, the Geospace GS-1, and the Kinemetrics Ranger. The Kinemetrics unit is discontinued; the other two are not similar enough. With regard to the three component seismometer, we are not aware of any competing comparable products. Therefore, we intend to negotiate a contract with Sercel utilizing the procedures of FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures.
