- NOTICE OF CONTRACT ACTION (NOCA) FOR KERBEROS INTERNATIONAL TO PROVIDE A RUGGED, PORTABLE COMMUNICATIONS TOWER SYSTEM INCLUDING SURVEILLANCE AND DIRECTION FINDING SENSORS. The AFTC/PZIEA, Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order for purchase of a rugged, portable communications tower system including surveillance and direction finding sensors to Kerberos, International, under the authority of 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 6.302-1(a)(2)(ii)(A). This authority is supported by an approved Justification and Approval for Other Than Full and Open Competition. It is the Government's intent to proceed with this sole-source action. Anticipated award date is 12 September 2016. This requirement is for: CLIN 001: (1 EA) KERBEROS INTERNATIONAL PORTABLE COMMUNICATIONS TOWER AND SENSORS. The North American Industry Classification System (NAICS) code for this acquisition is 334220. Small Business size standard is: 1,250 employees. Interested parties may identify their interest and capability to respond to the requirement. This synopsis is published for informational purposes only. The proposed source Kerberos, International is the manufacturer of the rugged, portable communications tower system including surveillance and direction finding sensors. Kerberos, International is the only known manufacturer of this portable communications tower system and they have no authorized distributors for this product. This synopsis incorporates the provisions and clauses in effect through FAR FAC 2005-89, DFARs Change Notice (DPN) 20160802 and the AFFARS AFAC 2016-0603. This notice neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Chuck McKinley.
