- One year Bridge redacted J&A Synopsis: The Air Force Research Laboratory (AFRL)/Air Force Office of Scientific Research (AFOSR), Arlington, VA intends to award Firm Fixed Price (FFP) contract to National Academy of Sciences (NAS), 2101 Constitution Ave NW, Washington DC 20418-0007, for the Post-Doctoral Research Fellowship (PDRP) Program. This contract will function as a bridge contract to provide continuity of services for the PDRP Requirement to the incumbent contractor, NAS, pending award of a competitive follow-on PDRP contract which is currently in-process. NAS is the only source with the capability and expertise in place to support this program commencing on 1 Dec 16 through 30 Nov 17 without a break in service. The bridge contract will be awarded pursuant to the authority of 10 USC 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(iii), where services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in (a) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (b) Unacceptable delays in fulfilling the agency's requirements. T his notice of intent to award a Sole Source contract is not a request for competitive proposals. There will be no solicitation available for competitive proposals.
