(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (FEB 2015) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is America Fujikura Ltd., 170 Ridgeview Center Dr., Duncan, SC, 29334-9635. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-16-T-0379. This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Quantity of one (1) Optical Fiber Fusion Splicer, to include, one (1) CT-100 Advanced Optical Fiber Cleaver and one (1) HTS-12 High Tensile Stripper (vi) Description of requirements: The Computational and Information Sciences Directorate (CISD) of the United States (U.S.) Army Research Laboratory (ARL) requires a quantity of one (1) Optical Fiber Fusion Splicer, to include, one (1) CT-100 Advanced Optical Fiber Cleaver and one (1) HTS-12 High Tensile Stripper that meets, at a minimum, the following salient characteristics, listed below: -Capable of splicing fibers of various cladding sizes (60-1200 micrometres [um]) and coatin sizes (60-2000 um) -long sweep range of +-18 millimeters (mm) to facilitate fiber tapering and other fiber shaping experiments -extinction ratio of -40 decibels (dB) for all polarization maintaining (PM) fibers, including PANDA, BOW-TIE, and elliptical-core (vii) Delivery is required by one (1) month after contract award (ACA). Delivery shall be made to the U.S. ARL, Adelphi, MD. Acceptance shall be performed at U.S. ARL, Adelphi, MD. The FOB point is U.S. ARL, Adelphi, MD.
