- THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center has a requirement for a P445 Ultra low Probes/LN2 Probes. The intent of the procurement is to award a firm-fixed price contract. Unique Features: See Statement of Work for details PHOENIX ARIZONA VA HEALTH CARE SYSTEM (PVAHCS): 650 E. Indian School Road, Phoenix AZ 85012 The applicable NAICS code is 339112 Surgical and Medical Instrument Manufacturing. Small Business manufacturers for this NAICS code have a size standard of 1,000 employees. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in Septemberber, 2016. Award of a firm fixed price contract is contemplated by September, 2016. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. P445 Ultra low Probes/LN2 Probes 5.BACKGROUND. The Bio-Repository Study Project P445, is expanding its cold sample capacity by adding an additional number of -200 ° to 250 ° C +/-2.5 ° C bio-repository holding tanks and -90 ° to 25 C,+/- 0.5 ° C freezer's. With this increase of equipment, the purchase of 13 thermocouple probe sensors and 15 ultra-low temperature probe sensors must be procured through EOI, Inc., Medical Resources due to their proprietary software program and operating system. These additional probes will be inter-connected to our current Temsys wireless environmental monitoring system, currently under contract to EOI, Inc., Medical Resources which are located at 8377 C Green Meadows, Suite C, Lewis Center, OH 43035. The VA Cooperative Studies Program (VACSP) currently maintains a base year (GS-07F-0031T VA258-15-F-0058) with four additional option years under contract; with option year one (1) in full force. Option year one service period began on 12/18/2015 to 12/17/2016 and performance of this system has been meeting all stated requirements stated within the contract requirements. Re-calibration, exchange and addition of these new probes will fall under current contract as stated in the Statement of Work Contents, page five (5) paragraph three (3) and Specific Task, page six (6), Task two (2). If a modification of this contract is required for option two (2); Page seven (7), paragraph eight (8) "Identification of Possible Follow on Work" is authorized. 6.SCOPE. With the expansion of P445 Bio-Repository study project, The Department of Veteran Affairs (VA) Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) has a requirement to purchase additional ultra-low probes w/transducers and LN2 probes w/transducers to monitor temperatures associated with the addition of incoming -200 ° to 250 ° C +/-2.5 ° C bio-repository holding tanks and -90 ° to 25 C, +/- 0.5 ° C freezer's. The type of human, blood and other type samples that shall be housed in this equipment will hold critical information on break through medical research studies that have taken years to develop and discover, as well as the millions of dollars of inventory. The procurement of these probes is critical for the safe monitoring and oversight of all sample materials being held in these storage units. Without these additional probes, if a system failure were to occur, years of research data would be lost along with millions of dollars of crucial sample inventory would also be lost.
