- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.06. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number W91YTZ-16-T-3604 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 and Defense Federal Acquisition Supplement Publication (DPN) 20160830. This acquisition is issued on a SMALL BUSINESS SET-ASIDE basis under NAICS code 334510 and size standard is 500. The Government anticipates awarding a single award issued as Firm Fixed Price. The requirement of this solicitation is to provide a one-time buy for ProSim Vital Signs Simulator and accessories at Eisenhower Army Medical Center, Fort Gordon, GA 30905. All responsible sources may submit a quotation which shall be considered by the agency. Quotes are due by 19 September 2016 at 12:00 pm EST. Questions must be submitted via email no later than 14 September 2016. Quotes and questions shall be submitted via email to valerie.j.deveaux.civ@mail.mil; and carolyn.f.lovett.civ@mail.mil. Explain in detail how the proposed items will meet the salient characteristics of the items as specified here in the solicitation. Offerors shall demonstrate that the product proposed complies with the technical requirements described in the salient characteristics via the submission of a written capability statement, product literature, or other materials, with their offer. Offerors shall cross-reference their product to its "equal" in the solicitation via the use of part numbers or another methodology that clearly identifies what the submitted product is "equal" to. Offerors shall ensure their proposed quantities result in the same number of items required, as identified in the solicitation. Salient Characteristics : A. Vital Signs Simulator i. This device must produce waveform simulation for heartrate, to include tachycardia and bradycardia waveforms; arrhythmias, and it must have the ability to adjust pulse rate to allow for full patient monitoring testing. B. SpO2 Simulator i. This device must be able measures the arterial oxygen saturation in blood through photo optic sensors in a finger probe. C. Non-invasive Blood Pressure (NIBP) Analyzer i. This device must be able to measure and calculate blood pressure measurement cycles. D. Infusion Pump Analyzer i. This device must be able to measure IV flow rate and pressures limits. E. Defibrillator Analyzer i. This device must be able to measure energy (joules) outputs from defibrillators and pacemakers; to include monophasic and biphasic energy measurements. F. X-Ray Analyzer i. This device must be able to analyze radiation energy emitted by an x-ray device; to include radiography and fluorography devices. The analyzer must be able to measure KV, mA, mS (mAs). This device should be able to be versatile enough to be used on multiple modalities. G. Electrical Safety Analyzer i. This device must be able to measure ground impedance and leakage current from both the medical device and the associated patient leads. H. Photo optic Tachometer i. This device must be able to capture high revolution per minute (RMP) used in blood centrifuges. I. Gas Flow Analyzer i. This device must be able to capture bidirectional flow rates, vacuum and pressure rates, gas volume, and oxygen concentration levels. J. The following adjectival ratings will be used in evaluating the offeror's written technical proposal: Acceptable - Offer clearly meets the minimum requirements of the solicitation. Unacceptable - Offer does not clearly meet the minimum requirements of the solicitation. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
