Eye Tracking Glasses Template last updated 3/2/2015 JUSTIFICATION FOR OTHER THAN FULL & OPEN COMPETITION (ACTIONS $150,000 AND BELOW) 1. DESCRIPTION OF PROPOSED PROCUREMENT: The government requires: CLIN 0001 One (1) each; Dikablis Prof. Dikablis Eye Tracking Glasses Professional Cable, binocular 60Hz, Transport Case (One (1) each; D-LabETHMES D-Lab3 Eye Tracking Head Mounted Essential, included in purchase of Dikablis Eye Tracking Glasses) CLIN 0002 One (1) each; D-LabETHMPR-Upgrade D-Lab3 Eye Tracking Head Mounted Professional (Upgrade from Essential) CLIN 0003 Shipment 2. PROPOSED CONTRACTOR/MANUFACTURER: Ergoneers of North America Inc. 9755 SW Barnes Road, Suite 680 Portland, OR 97225 PH: 403-716-6708 DUNS: 078622675 CAGE: 7CAS0 3. ESTIMATED TOTAL VALUE: 4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE: The U.S. Army Research Laboratory's (ARL) Human Research and Engineering Directorate (HRED) requires a head mounted eye tracking system to meet the requirements of a real-world driving experiment that includes an observational study of subjects performing real world driving while instrumented for physiological measurement. The Ergoneers Vehicle Test kit, which has already been procured by ARL (contract # W911QX-15-P-0521), is the only system found capable of providing a turnkey hardware and software solution for the recording, integration, and analysis of the operator, vehicle, and environmental data of interest. The data of interest includes: measurements of the vehicles state, from the On-Board-Diagnostic (OBD) bus (e.g. speed, engineer RPMm accelerator position); measurements of the state of the vehicle's environment (e.g. lane position, number/position of nearby vehicles and pedestrians) and environmental events (e.g. lane deviation, near-collisions); measurements of the operators eye activity (e.g. gaze locations, percentage of eye closure, blink events); raw video of the vehicles surrounding. The Ergoneers Vehicle Test Kit provides all of this data through the use of Eye Tracking Glasses (ETG), a camera-based Advanced Driver Assistance System (ADAS), PC-to-CAN bus hardware, and a robust data logging software that synchronously measures and logs all devices through the use of a specialized automotive PC. In the previous procurement, only one head mounted eye tracking system was procured. Since then the study paradigm has evolved to require head mounted eye tracking for both a driver and a passenger in the car. Because of this requirement, the government now requires a second head mounted eye tracking system. Purchasing a new system would cost the Government $88,000.00 and delay research by approximately three (3) months. This system must be able to interface with the existing vehicle test kit, and thus we require the Dekablis head mounted eye tracking system (W911QX-15-P-0521 in the amount of $88,080.00). Ergoneers is the sole vendor that can provide a commercial off-the-shelf eye tracking glasses that meets the Government's minimum requirements as listed above. 6. MARKET RESEARCH CONDUCTED/EFFORTS TO OBTAIN COMPETITION: Market research was conducted by DCS Corporation Computer Engineer. Market research was conducted for this acquisition in Sept 2015 and July 2016 by conducted through various channels as documented in the market research report. A reasonable effort was made to investigate head mounted eye tracking systems that would integrate with the existing vehicle test kit. The Dekablis head mounted eye tracking system was the only system found integrate with the existing system. This system was found to be competitively priced amongst other similar head mounted eye tracking systems that did not meet our specifications. Ergoneers is the only vendor of the Dekablis system. In the future ARL will continue to monitor the commercial market place to find compatible and competitive solutions. ************************************************************************************************* 7. FAIR AND REASONABLE PRICE DETERMINATION: It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government.
