- This announcement is a Request for Quote (RFQ) for a quantity of one (1) two- dimensional gas chromatograph (GC) with mass spectrometer (MS) for the Aviation Fuels Research Lab, William J. Hughes Technical Center, Atlantic City, NJ. A full description of this requirement is included in the Statement of Work (SOW) attached below. The required delivery date is October 30, 2016. Please be advised that the FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with responding to this RFQ are solely at the vendor s expense. A tiered evaluation of offers will be used in this source selection. Tiered evaluation of offers allows the FAA the means to promote small business while providing the opportunity to continue with the procurement in the event there is inadequate or insufficient small business participation. The Contracting Officer has specified the following tiered order of preference for evaluating offers (in descending order): Tier One (1): Total Small Business concerns Tier Two (2): Unrestricted (all responsible and responsive offers) Once offers are received, the Contracting Officer will evaluate a single tier of offers according to the order of preference listed above. If two or more, responsible, responsive offers are not received from Tier One (1), the evaluation will proceed to Tier Two (2) until award can be made. If only one responsible, responsive offer exists in Tier One (1), that offer will be brought to Tier Two (2) until a competitive award can be made. The North American Industry Classification System Code (NAICS) for this procurement is 334516 for Analytical Laboratory Instrument with a size standard of 1000 employees. Vendors are required to complete the attached Business Declaration and Delphi Vendor Entry Forms. These forms must be submitted with the vendor quote. All potential vendors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be considered for award. Offers are DUE NO LATER THAN Friday, September 9, 2016, 5:00pm (Eastern Time). OFFERS RECEIVED AFTER THIS DATE WILL NOT BE CONSIDERED FOR AWARD. All submittals must be sent electronically to sharon.spector@faa.gov and must include the completed Business Declaration and Delphi Vendor Entry Forms.
