- UPLC THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) Eastern Business Service Center (EBSC) intends to issue an award to CID Bio Sciences, Inc. which is the only source for this Equipment herein referred to as: 1) Acquity H-Class Ultra Performance Chromatography System The Robert Holley Center in Itasca NY ARS, USDA requires one Acquity H-Class Ultra Performance Chromatography System. Under this purchase order, the Contractor shall provide a Waters system to allow Metabolomics and proteomic Analyses. After Market research it is determined that there is only one source available for this equipment.. The anticipated award date is on or about September 13, 2016. The statutory authority for this sole source procurement is10 USC 2304(c) (1) and FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. This determination was made based on Market Research conducted for this acquisition. The NAICS code for this action is 334516. ARS requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM, please access the following website: http://www.SAM.gov SAM. This notice of intent is NOT a request for competitive quotes the Government reserves the right not to compete the proposed purchase order based on responses received to this notice. However, the Government may consider all responsible sources received within five days of this posting. This service may be awarded without further notice. It is noted that the intent of Market Research is to survey the market place to identify supplies and /or services and sources that will meet the agency's future needs. Written responses to this special notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. There is no guarantee of award for any contractor engaged by the Government during the market survey process. Please email Contract Specialist, Mark O.
