Description
The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Systems Biology (LSB) intends to negotiate on an other than full and open competition basis with Leica Microsystems Inc., 14008 Collections Center Drive, Chicago, IL to procure two Leica TCS SP8 x7 Channel White Light Laser Confocal Systems which include the following components: (1) DMi8 CS inverted binocular microscope, (2) closed loop focus, (3) optical outfit EL6000, (4) transmitted light brightfield detector, (5) XY scanning stage, (6) scan optics module HIVIS with rotation, (7) FOV scanner SP8, (8) one internal detector channels (PMT), (9) four internal detector channels (HyD), (10) X1 port with 2 channel APD, (11) laser 405 nm AOTF flexible, (12) laser kit WLL2 470670 nm, (13) laser 730 nm, (14) premium CUDA workstation, (15) monitor, (16) Leica DFC365 FX digital camera kit SP8, and (17) custom TMC air table and compressor. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. The Leica True Confocal Scanning (TCS) SP8 equipment will expand NIAID's imaging capabilities. This expanded capability is required to keep up with the ever increasing research efforts. This expansion will allow for additional laboratory imaging techniques not otherwise possible. System expansion must utilize the same equipment and software to maintain continuity and data integrity between NIAID laboratories. Equipment can only be provided by Leica Microsystems Inc. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and equipment must be compatible with existing equipment. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same or similar equipment may submit a response that could be considered by email to Brad Engel at brad.engel@nih.gov by 7 am eastern standard time, September 13, 2016. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
