- This pre-solicitation Notice/Synopsis seeks to inform prospective Offerors about an anticipated U.S. Agency for International Development (USAID), Mission Pakistan opportunity to implement "Pakistan Capacity Development Services (PCDS)" project. USAID intends to post a Request for Proposals within the month of October 2016 under which USAID anticipates awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. USAID Pakistan continues to work with local partners that have various needs of capacity development. PCDS is critically needed to provide the required resource for the Mission to implement programs with adequate accountability. PCDS will help the Mission to mitigate its fiduciary risks effectively and also assist the Mission's implementing partners to (1) increase capacity to manage and account for U. S. Government funds, (2) reduce the vulnerability of waste and misuse of such funds, and (3) increase speed and efficiency in disbursing U. S. Government assistance. The objective of PCDS is to address the critical needs of capacity building for the Mission given the environment in which it operates. These activities include execution of institutional assessments, implementation of risk mitigation measures, and capacity building for implementing partners. PCDS will also address systems strengthening in the areas of financial management, procurement management, human resources management, and monitoring and evaluation. The Contractors may opt to form a joint venture or consortia, or subcontract with suitably qualified and experienced local Pakistani, U.S. small businesses, as well as international firms to broaden and strengthen its capabilities to perform the variety of work required, in accordance with best international practices and USAID procedures, by this contract throughout Pakistan. In the cases of joint ventures or consortia, one entity must operate as the Prime and be ultimately responsible for the Indefinite Delivery Indefinite Quantity contract and Task Order performance. USAID anticipates awarding multiple IDIQ contracts with a 4-year period of performance with an estimated shared ceiling between the range of US$ 20-24M. A full and open competition will be conducted for which all eligible and responsible organizations may compete. The procedures set forth in Federal Acquisition Regulation Part 15 shall apply.
