- This notice announces the intent by the Regional Health Contracting Office -Pacific in support of Tripler Army Medical Center to make a sole source award to Alcon Laboratories for an urgent requirement for intraocular lenses and accessories compatible with existing Government-owned equipment. The statutory authority permitting this award without providing full and open competition is FAR 13.501(a)(1)(ii) which authorizes the government to award contracts when there is only one responsible source and no other suppliers or services will satisfy agency requirements.
