- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to The International Centre for Integrated Mountain Development for The Nepal Geographic Information System (GIS) Integration Project In-Country Support Organization Phase 5 Requirements (with Option for Phase 6). Phase 5 of the project is to specifically implement a decision-support system, NepalAWARE, at the National Information Technology Center (NITC), with oversight and leadership delivered by the Ministry of Home Affairs (MoHA). The purpose of Phase 6 of the project, which is an option on this Performance Work Statement, is to facilitate sustainability and institutionalization of NepalAWARE to ensure effectiveness of the decision support system as a GoN disaster management tool. No competition is being sought. Due to the cooperation agreement between the various Government users and Nepal, the GIS implementation process to manage the Disaster AWARE Decision Support System (DSS), no effort to obtain competition is practicable. PERIOD OF PERFORMANCE for the requirement is two (2) years. Phase 5 work should be completed no later than 30 September 2017. Phase 6 work, which is an option, should be completed no later than 30 September 2018. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
