Description
The National Institute of Health, Clinical Center (CC) intends to award a one-year fixed price purchase order with two (2) twelve month option periods to Becton Dickinson Biosciences, San Jose, CA 95131 on a sole source basis to procure a full instrumentation package consisting of the rental of four (4) BD FACS analyzers and various antibodies, reagent kits, quality control material, and instrument supplies for the Immunology Flow Cytometry Service of the Department of Laboratory Medicine (DLM). The stated products and instrumentation are necessary for tests to perform basic clinical care research and advancing the science and applications associated with cellular analysis that help grow living cells and tissues. Becton Dickinson Biosciences is the sole manufacturer and trademark holder of the various BD FACSCanto flow cytometer(s), and the only known vendor that can supply the reagents and consumables that will fit and optimize the existing government leased BD analyzers currently used for research. Consistency is critical for research and protocols. The proprietary reagents and supplies are so specific to the existing operating instrumentation. The use of another supplier could cause the cancellation or a delay of patient protocols. The comprehensive system of instruments and consumables is necessary to produce a complete testing result. The reagents and supplies shall be ordered and delivered as needed. The government reserves the right to increase the quantity pursuant to FAR 52.217-6, Option for Increased Quantity. The total value of supplies or equivalent if an upgraded product shall not exceed $700,000 for the base year and option periods. This acquisition is being conducted using policies unique to the autjority of the test program for commercial items prescribed in FAR Subpart 13.5, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Specialist, dehnerm@cc.nih.gov by the due date and time marked in this notice.
