- NOTICE OF CONTRACT ACTION (NOCA) FOR CFRS, INC. TO PROVIDE A MOBILE COMMUNICATIONS TOWER The AFTC/PZIEA, Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order for purchase of Mobile Communications Tower to CRFS, Inc, under the authority of 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 13.500(a). This authority is supported by an approved Justification and Approval. It is the Government's intent to proceed with this sole-source action. Anticipated award date is 12 Sep 2016. This requirement is for: CLIN 001: Turn-Key Trailer with Array 300, 1 each CLIN 002: Omni-Directional Antenna and Mast Top CLIN 003: On-Site Training CLIN 004: Hardware Warranty and Software Support CLIN 005: Shipping and Handling The North American Industry Classification System (NAICS) code for this acquisition is 334220. Small Business size standard is: 1250. Interested parties may identify their interest and capability to respond to the requirement. This synopsis is published for informational purposes only. CRFS, Inc. is the only known supplier that will be able to provide this requirement as well as the software maintenance support for this system. This synopsis incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-89, DFARs Change Notice (DPN) 20160802 and the AFFARS AFAC 2016-0603. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Charles C. McKinley.
