- Draft Statement of Work and Key/Non-Key Personnel Requirements Advance Notice and Market Research Questionnaire Instructions to Interested Parties: This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this questionnaire. Naval Surface Warfare Center, Carderock Division (NSWCCD) is requesting assistance from industry in regards to the potential for small business participation and the capabilities of large and small business entities, in preparation of soliciting an anticipated Cost-Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The purpose of this posting is to provide a Draft Statement of Work (SOW) with Key/Non-Key Personnel requirments and market research questionnaire for industry review/ completion for upcoming solicitation, N00167-16-R-0001 for Southeast Alaska Acoustic Measurement Facility (SEAFAC) Operations & Maintenance (O&M) Support Services. The Draft SOW is being provided to solicit comments and questions from potential offerors. The enclosed Market Research Questionnaire is intended to assist the Government in obtaining additional information from industry to determine the capabilities of large/small business prime contractors interested in responding to a future RFP to provide the required services. The solicitation identified herein is anticipated to result in a CPFF IDIQ contract to be awarded on the basis of best value to the Government; taking into consideration technical capability, past performance, and cost. The RFP is anticipated to include requirements for a one (1) year base period and four (4) additional, one (1) year option periods. The Government intends to solicit the subject requirement under North American Industry Classification System (NAICS) Code 561210 - "Facility Support Services" with a corresponding Small Business Administration (SBA) Size Standard of $38.5 million in average annual receipts. This notice also serves to gauge potential interest in an Industry Day at the site location of Ketchikan, AK. If there is enough interest expressed, an Industry Day will be scheduled for all potential offerors. Interested parties/potential offerors are encouraged to respond to this posting with questions and comments as soon as possible. All correspondence regarding this requirement, including submission of market research questionnaires, shall be provided in writing to Ms. Teresa Kelly at teresa.kelly@navy.mil. Note that no response will be provided to questions/comments submitted in response to this posting and respondents will NOT be notified of the results of the market research questionnaire. All information submitted will be reviewed by the Government to assist in making a determination regarding utilization of a small business set-aside, conducted per the regulatory requirements of FAR Part 19. All information will be kept confidential and will not be disseminated to the public. This Synopsis and Market Research Questionnaire is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
