Description
Sole Source Justification USAF SFS X26P Tasers 1. This acquisition is being procured as a Sole Source to Aardvark (See Attachment 1, Sole Source Justification). 2. The NAICS code for this requirement is 335999 - Other Miscellaneous Electrical Equipment and Component Manufacturing. The size standard is 500 employees and a single award will be made as a result of the evaluation of the quote received. 3. This is a Firm-Fixed Price Requirement. Please quote on the appropriate Contract Line Item Number (CLIN) for the requested items in Attachment 2, Itemized Listing. a. Please see Attachment 2, Itemized Listing for a detailed layout of each CLIN. b. DESCRIPTION: The items being procured are USAF SFS TASER X26P Kits, Holsters, Dataport Download Kit, Extended Performance Power Magazine, and Performance Power Magazine. See Attachment 1, Aardvark TASER Itemized Listing, for a detailed description of items required. Contractor must provide all items in accordance with Attachment 1 before contract payment will be made. c. Please provide a Firm Fixed Price quote, FOB Destination. The delivery date for this requirement is 30 days ADC. Delivery for items in Attachment 2 is Peterson AFB, CO. d. Please be advised this RFQ in no manner obligates the Government regarding award of a contract, task order or modification. Additionally, please provide a 60-day acceptance period for your quote. 4. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that is technically acceptable and the price is fair and reasonable. The following factors shall be used to evaluate offers: a. Factor 1: Technical Capability b. Factor 2: Price c. Factor 1: Technically Acceptable: Technically Acceptable will be evaluated based on an evaluation of the items quoted. The factor will be rated as Acceptable or Unacceptable. Acceptable is defined as the quote meets the minimum requirements of the solicitation. Unacceptable is defined as the quote does not meet the minimum requirements of the solicitation. The vendor's quote will be considered technically acceptable if it meets the requirements detailed in Attachment 1. If the quote does not meet these requirements, it will be considered unacceptable and will not be considered for award. d. Factor 2: Price will be evaluated in order to determine if it is fair and reasonable in accordance with FAR Parts 13.106-3. Offer should be sufficiently detailed to demonstrate their reasonableness. 5. AWARD PROCESS: The Government will first evaluate the quote on an acceptable/unacceptable basis to determine whether the quote meets the specifications defined in Attachment 1. Once determined technically acceptable, the price will be evaluated for fair and reasonableness. When the quote is technically acceptable and the price determined fair and reasonable, an award will be made to the offeror. 6. A written notice of award or acceptance of the offer furnished to the offeror shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept the offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 7. The quote is due via email at steven.r.terrill.1@us.af.mil and 21cons.lgcbb@us.af.mil no later than 12:00 PM, MST Monday, 12 September 2016. 9. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting Officer and the Contract Specialist. 10.
