This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for NASA Headquarters' Protective Services. This acquisition will be conducted as an 8(a) set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 561612 and the small business size standard is $20.5 million. This competitive procurement will result in a Hybrid Firm Fixed Price (FFP) Core requirement and an Indefinite Delivery Indefinite Quantity (IDIQ) requirement with the ability to issue FFP task orders. The contract will have a total potential period of performance/effective ordering period of 5 years and 30 days (30 day Phase-In period, 1 year base period, and four 1-year option periods). A 30-day Phase-In period will be issued as the first task order under the IDIQ portion of this contract with an anticipated start date of April 1, 2017. At the conclusion of the 30-day phase-in period the core services as defined in Attachment A shall commence. All responsible sources may submit an offer which shall be considered by the agency. All documents related to this procurement are attainable electronically from the World Wide Web through the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contract will be procured in accordance with FAR Part 12 Acquisition of Commercial Items regulations. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
