Description

NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Brand Name Sole Source contract to Blauer Manufacturing Co., Inc., 20 Aberdeen Street, Boston, MA 02215-3800 for supplying 450 Blauer Emergency Medical Service jackets with fleece liners in support of the Commander, Navy Region Southwest, Regional Emergency Medical Services Division, San Diego, CA 92110. Blauer Manufacturing Co., Inc. is the authorized Original Equipment Manufacturer OEM for the supplying the EMS jackets with fleece liners listed in this Notice of Intent. The requirement includes delivery charges for all required items. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a brand name only. The brand name and part number of the products are: 98455004. In accordance with FAR 5.102(a) (6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. Interested parties may identify their interest and submit product information in response to this notice by 12:00 PM (PST) 12 September 2016 via email to charles.e.fletcher@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
