- GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Environmental Assessment for Interpretive and Public Use Site Plan for Pahranagat National Wildlife Refuge (PNWR) - Alamo, NV. THE WORK CONSISTS OF: (Refer to the Performance Work Statement for Additional Information) - PNWR is seeking an environmental assessment that will provide recommendations for implementing the Interpretive and Public Use Site Plan for the Black Canyon Archaeological District. The purpose of the Plan is to add innovate, interpretive and educational experiences, as well as outdoor recreation opportunities at Black Canyon. This project would connect visitors to the cultural and natural resources within Black Canyon while also improving conservation of the resources and visitor safety. This project would implement the preferred concept plan to: a. Provide recreational opportunities in a culturally-appropriate manner and provide safe access for visitors with a parking area and trails to view some of the rock writing; b. Install interpretive kiosks and develop interpretive programs and curriculum to improve educational experiences; c. Restore areas impacted by social trails; and d. Install measures to limit access to areas that are of spiritual and religious significance. EVALUATION: (Refer to FAR Provision 52.212-2 for Additional Information) The Government will award a contract resulting from this solicitation to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be sued to evaluate offers: - Offerors shall provide documentation on at least one (1) project which demonstrates their experience in performing an environmental assessment involving a Native American Tribe, as well as the general public. Each project shall have been completed within the past five (5) years, can be currently ongoing (but at least 25% complete), and does not have to be a Government contract to be considered. Documentation shall include the following: a. Contract Number (if applicable); b. Project Name and Location; and c. Briefly describe the project and how it is relevant to the work required within the performance work statement. Describe which Native American Tribe(s) were involved and how the general public involved. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about September 09, 2016, with an anticipated quote due date of September 20, 2016. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about September 23, 2016. The overall period of performance of the resulting contract will be approximately from September 23, 2016 to May 21, 2017. This is an 100% small business set-aside procurement. The applicable NAICS code is 541620 (Environmental Consulting Services) with a small business size standard of $15.0 Million. All responsible sources may submit a quotation which shall be considered by the Government.
