- Poultry Isolator Minimum Technically Acceptable Requirements This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-16-0073 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS Code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000. The contract will be Firm Fixed Price and consist of a single line item for twenty (20) separately priced poultry isolators. The price will include FOB shipping to SEPRL, 934 College Station Road, Athens, GA 30605. A detailed product minimum specification document is attached to this notice, entitled 'Poultry Isolator - Minimum Technically Acceptable Requirements'. Quotes will be evaluated based upon 'Lowest Price Technically Acceptable', (LPTA). Inspection and Acceptance Terms: Poultry Isolators will be inspected upon delivery by Mr. Jeff Scarbrough, Facility Engineer, SEPRL, and subsequently accepted at destination. FAR 52.212-1, entitled 'Instructions to Offerors - Commercial Items', is applicable to this acquisition. Offerors must include with their quotes a completed copy of the provision found in FAR 52.212-3, 'Offeror Representations and Certifications - Commercial Items'. FAR 52.212-5, entitled 'Contract Terms and Conditions - Commercial Items', is applicable to this acquisition. FAR 52.212-5, entitled 'Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items', is applicable to this solicitation. This acquisition requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories.
