Description
NOTICE OF CONTRACT ACTION (NOCA) - The Air Force Life Cycle Management Center (AFLCMC), Miniature Munitions Division (EBM), Joint Miniature Munitions Bomb Rack Unit (JMM BRU) Program Office (EBMK) intends to solicit and award a five (5) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) sole source contract and/or separate contract(s) under the authority of FAR 6.302-1 to Raytheon Company (Raytheon Intelligence, Information and Services - RIIS), Indianapolis, Indiana. It is anticipated that the new contract will be awarded on or before May 2017. The Air Force, AFLCMC/EBM (Miniature Munitions Division) requires lifecycle support of the JMM BRU system. The JMM BRU is an evolutionary acquisition of the miniature munitions carriage (MMC) to meet the DoN integration requirements in support of the Small Diameter Bomb (SDB) II on the F-35B/C. This procurement shall be a sole source contract effort that provides for the acquisition of lifecycle technical support activities throughout Engineering and Manufacturing Development (EMD) BRU Development, EMD F-35 Flight Test, and Production. This effort provides for, but not limited to, engineering, integration, test, test hardware, software, modeling and simulations, production, spares, and logistical support to ensure that the JMM BRU technical baselines remain current and effective and future growth requirements remain feasible. An IDIQ contract is anticipated, which may utilize fixed-price, cost-reimbursement, incentive, labor hours and time and material contract types. As stated above, it is estimated that the total base contract period of performance will be for five (5) years from time of award. The Government intends to solicit and negotiate for supplies and professional technical services with only one source under the authority of FAR 6.302-1. In accordance with FAR 5.207(c), responsible sources may identify their interest and capability to respond to the requirement no later than 26 September 2016 in order to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Air Force Life Cycle Management Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified.
