IT Program Manager Santo Domingo, Dominican Republic Issuance Date: 09/08/2016 Closing Date: 09/22/2016 SOLICITATION NUMBER: PSC-16-057-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below BACKGROUND The International Narcotics and Law Enforcement Affairs (INL) section in Santo Domingo requires technical assistance to ensure that its programs make full and appropriate use of information technology (IT) in meeting INL strategic goals. Several large programs, including the second phase of the 911 project, the National Counterdrug Directorate (DNCD) communications project and the roll out of several programs including the Automated Fingerprint Identification System (AFIS) and a new police Human Resources system, all feature heavy technology content. The information technology program manager will serve as a project manager that will administer a variety of projects in the Dominican Republic as well as provide assistance throughout the acquisition process. He/she may serve as a Contracting Officer's Representative (COR) or Government Technical Monitor (GTM) that will administer a variety of contracts implemented in the Dominican Republic, as well as provide assistance throughout the acquisition process. DUTIES AND RESPONSIBILITIES Under the guidance of the INL Director and COs (as applicable), and in coordination with Program Coordinators, the IT Program Manager will complete the following duties, either directly or through supervision of team members/staff. A. Serve as Project Manager on assigned IT and Telecommunications projects, including, but not limited to, the expansion of the 911 Emergency System, the DNCD communications project, AFIS, Advanced Passenger Information System (APIS), the creation of a new Special Investigative Unit in the Attorney General's Office and the implementation of a new police Human Resources system. B. Represent INL Santo Domingo at technical meetings with implementing partners, donors, U.S. Government (USG) vendors, other contractors, various government teams, USG agencies, and international and local partners. At said meetings, effectively convey INL's position on a variety of technology and telecommunications systems issues and ensure effective coordination. C. Conduct project consultations, communication, and coordination with project stakeholders. Carry out a full range of consultative, advisory, strategic, planning and evaluation responsibilities. D. Provide advice to program and project management on developments in the technology sector and provide recommendations on options to shape INL's program goals. The incumbent should think strategically, articulate innovative ideas, and present solutions to identified IT and technology problems. E. Manage project activities dealing with integration, scope, time and schedule, cost/ budget, quality, human capital, communications, risk, procurement, and stakeholders. F. Conduct project briefings, status updates, and coordination both in writing and/or verbally for INL Santo Domingo and INL Washington as requested. G. Initiate, develop, and transmit complete purchase request documents to the contracting office, with all required administrative approvals. H. Initiate, prepare, produce, and present project documentation. Documentation should include project plans, performance work statements or specifications requirements, technical solutions, statements of work (SOW) or objectives, independent government cost estimates, market research or other documents required for a procurement request package, metrics, monitoring reports, and project close-out documentation. I. If serving as chairperson of a technical evaluation panel, participates in and directs the evaluation of technical proposals for procurement and provides recommendations to the CO. J. Facilitate, conduct, and lead project meetings and document/publish meeting minutes. K. Briefs State Department, Congressional and other visiting officials on the status of the program; assist in developing appropriate itineraries and in escorting official travelers, as directed. L. The incumbent will prioritize and complete tasks without follow-up by the supervisor. SPECIFIC CONTRACTING OFFICER REPRESENTATIVE (COR) DUTIES AND RESPONSIBILITIES If designated, COR responsibilities shall include the following: 1. Coordinating with the contractor on all technical matters which may arise in the administration of this contract. 2. Giving technical clarification as to the meaning of the specifications, including inspection, testing, and acceptance procedures. 3. Monitoring and inspecting the contractor's technical progress and performance and the expenditures of resources to assure compliance with the contract terms and conditions. 4. Inspecting and accepting deliverables (supplies, services, and/or reports) on behalf of the Government. 5. Verifying satisfactory delivery of contract items and preparing receiving reports and/or approving invoices for payment. 6. Verifying efficient and satisfactory performance of work by the contractor. 7. Authorizing payments. 8. Notifying the CO and contractor in writing of any deficiencies in workmanship or materials immediately, and monitoring response and repair items as stipulated in the contract. 9. Notifying the CO in writing of any performance or schedule failure by the contractor. 10. Verifying contractor receiving, inspection, and acceptance reports. 11. Maintaining constant cognizance with respect to technical compliance with contract terms on the part of the contractor. 12. Resolving technical issues arising under the contract which fall within the scope of the COR's authority, and referring to the CO any issues which cannot be resolved without additional cost or time. 13. Informing the CO in writing of any needed changes in the scope of work or specifications. 14. Ensuring the Government meets its contractual obligations to the contractor, e.g., providing Government furnished equipment and services and timely Government review and approval of documents if such reviews are required by the contract. 15. Knowing and understanding the terms and provisions of the contract. 16. Knowing the scope and limitations of COR authority. 17. Protecting privileged and sensitive procurement information. 18. Periodically visiting the contractor's workplace to check on the work of the contractor. 19. Serving as the designated property administrator for the contract. 20. Serving as the primary liaison between the contractor and the CO. 21. Performing all acceptance tests required by the contract. 22. Establishing and maintaining adequate COR files. 23. Preparing statements of satisfactory performance or deviations, shortages or deficiencies. 24. Monitoring the contractor's use of key personnel and notifying the CO of any changes in key personnel proposed by the contractor. 25. Reviewing and approving the contractor's vouchers or invoices. 26. Conducting annual performance reviews of subordinates. 27. Supervising, mentoring and counseling subordinates as necessary. 28. Conducting and supervising budget analysis type issues involving contracts, contract payments and funds recoveries. 29. Monitoring contracts with unique fiscal year expiring funds and advises superiors on budgeting projections and proposed actions to expend or recover those funds prior to expiration. SPECIFIC GOVERNMENT TECHNICAL MONITOR (GTM) DUTIES AND RESPONSIBILITIES If designated, GTM responsibilities shall include the following: 1. Make recommendations, provide technical monitoring, advice, and assistance to aid the COR in the monitoring and evaluation of a contractor's performance, and document and report any non-conformance of contract or task order performance. All such actions shall be made in writing to the COR. 2. Keep the COR informed of all actions taken. 3. Promptly notify the COR in writing of any noncompliance or deviation in performance or failure to perform by contractor. 4. Execute receiving reports promptly and transmit them to the COR. 5. Know and understand the terms and provisions of the contract (s). 6. Know and understand the scope and limitations of GTM authority. 7. Notify the COR immediately, verbally and in writing, if delivered supplies or services should be rejected. 8. Prepare written reports to the COR, setting forth problem(s) encountered and contractor disputes. 9. Notify the COR in writing if unable to perform your designated duties. REGULATIONS, POLICY, GUIDELINES, LAW The proposed COR/GTM must follow the guidelines which consist of the Federal Acquisition Regulation, the Department of State Acquisition Regulations, the CO's letter of delegation of authority appointing the COR/GTM, the terms and conditions of the specific contract, and official INL bureau guidelines. In addition, the incumbent must be able to determine application of basic administrative policy statements concerning the issue or problem being studied, which may include reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. The incumbent must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, the Foreign Affairs Handbook (FAH), the Foreign Affairs Manual (FAM) and DOS financial operating procedures and policies. REQUIRED TRAINING & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIPS The IT Program Manager shall work under the supervision of the INL Director and may receive official designation as COR/GTM from domestic based Contracting Officers. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. The GTM is delegated authority by the CO to assist the COR. The incumbent's actions, decisions and recommendations are reviewed on the basis of demonstrated professional judgment, results achieved and conformance with appropriate laws and regulations. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include: monthly status reports, monthly evaluation of contractor performance, special reports when required and, "Completion of Assignment Report," which shall be a comprehensive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/Post Director and; 2. INL/Washington Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Santo Domingo, which is of significant interest to the public and to Congress. MINIMUM QUALIFICATIONS: A. U.S. citizen, capable of obtaining State Department secret security, ethics and medical clearances. B. A Master's degree in a relevant discipline. C. Project Management Professional Certification from the Project Management Institute or equivalent. D. Demonstrated ten (10) years of progressively responsible experience working in the technology and telecommunications field. Minimum of 3 years' experience performing specialized functions and tasks involving project planning and on time and on budget delivery of IT projects. E. Demonstrated two (2) years of strong technical experience working on 911 systems or projects that utilize Intrado and INET systems or equivalent. F. Supervisory experience; ability in supervising and integrating diverse groups and activities effectively, projecting proper leadership skills at all times, promoting and maintaining high levels of productivity in the work place, and operating under proper guidelines, applicable laws, and regulations at all times. G. Interpersonal skills with the ability to deal tactfully, courteously, and professionally with customers and peers, all having a wide range of experience, training, and familiarity with IT/telecommunications systems and equipment. H. Clear, concise, and formal oral and written communications skills. I. Ability to work with minimal supervision under strenuous and challenging conditions. J. Experience with successfully leading large projects and working closely with high-level officials. K. Able to obtain the Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) within 60 days of assignment (see http://www.fai.gov for details). L. Demonstrated working knowledge of general office procedures relevant to INL and a practical understanding of the USG role in foreign assistance, including understanding contract administration principles, policies, regulations and procedures. At least five (5) years of previous COR/GTM experience on contracts of moderate to high complexity that required significant acquisition investment. M. Training or experience in contract administration principles, policies, regulations and procedures. EVALUATION CRITERIA FACTOR 1 Program Management: Skill applying analytical and problem solving methods plus knowledge of IT systems is required to evaluate programs and recommend appropriate course corrections. (20 points) FACTOR 2 Communication Skills: Skill in oral and written communication is required to prepare and present complex analysis, recommendations, and solutions, including preparation of reporting cables, speeches, proposals, and reports. Superior skill in communicating with officials is required to coordinate divergent views with and between USG agencies and host nation interlocutors. (30 points) FACTOR 3 Information Technology Expertise: Knowledge of IT and telecommunications projects particularly being implemented in the Dominican Republic, is desirable for analysis and evaluation of current operations and developing alternative strategies. (20 points) FACTOR 4 Department of State: Knowledge of Embassy organization and interrelated activities, as well, familiarity with programs, organization and operations of other USG elements involved in assistance programs, including U.S. military, is highly desired. (10 points) FACTOR 5 Past Performance: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). (20 points) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
