Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-16-00009 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90, published in the Federal Register on August 25, 2016. This acquisition is not being set-aside for small business. The North American Industry Classification System (NAICS) code is 334516 with a size standard of 1,000 employees. In accordance with FAR 13.106-1(b) Soliciting from a single source, the EPA ¿s Superfund Regional Procurement Operations Division (SRRPOD) intends to award a sole source firm-fixed priced purchase order for this requirement. The purchase order is intended to be issued to: Apollo SciTech LLC, 18 Shea Way Suite 108-109, Newark, DE 19713-3448, DUNS: 079692933. CLINItem DescriptionQuantity 0001Dissolved Inorganic Carbon Analyzer1 The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), Atlantic Ecology Division (AED) has a requirement for a single-purpose laboratory instrument for determination of the concentration of dissolved inorganic carbon (DIC) in seawater samples using non-dispersive infrared detection. Under the Safe and Sustainable Water Resources (SSWR) Strategic Research Action Plan, Task 4.02B ¿Ecosystem Response and Recovery, ¿ AED is performing field surveys and laboratory studies of the response of seawater carbonate chemistry, including DIC, to nutrient enrichment. DIC is a key characteristic of the seawater carbonate system and is therefore used in assessment of coastal acidification. DIC levels measured in natural environments are being simulated in laboratory experiments to determine aquatic life responses. Analysis of water samples from these experiments is required to verify successful attainment of proscribed treatment conditions. Analysis of seawater carbonate chemistry and coastal acidification have been shown to be extremely sensitive to uncertainties in DIC determination. An instrument that reliably measures DIC in accordance with the specific capabilities shown in the specifications below is required. The instrument shall meet the following minimum specifications: The instrument shall be capable of highly precise (+/- 3 umol/kg or better) acquisition of DIC data. The instrument shall be capable of acquisition of DIC data from both small samples (e.g. 10 ml or less) and large samples (e.g. more than 10 ml). The instrument shall use non-dispersive infrared detection (NDIR). Delivery of the instrument shall be made 45 days after receipt of order at FOB Destination, Attention: Jason Grear, US EPA, NHEERL/AED, 27 Tarzwell Drive, Narragansett, RI 02882. The provisions at FAR 52.212-1, Instructions to Offerors ¿ Commercial Items, and at FAR 52.212-4, Contract Terms and Conditions ¿ Commercial Items, are incorporated by reference to this acquisition. There are no addenda attached to these provisions. The provision at FAR 52.212-2, Evaluation ¿ Commercial Items, does not apply and is not being used for this acquisition. Award shall be made on the basis of ¿Lowest Price, Technically Acceptable. ¿ All offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ¿ Commercial Items, along with its offer.
