THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire services. Responses to this RFI will be treated as information only. As such, the Government will not entertain questions concerning this RFI. The Government will not pay for information provided in response to this RFI or any follow-up information requests. The information provided may be used by the Social Security Administration in developing its acquisition strategy and statement of work. The Social Security Administration (SSA) is issuing this RFI to identify capable companies and exchange information with industry related to its efforts to obtain a cloud based resource accessing detailed construction cost data with assembly and whole building costs data, under one interface. SSA has a need for a comparable web solution that provides vital cost data for the construction and design industries allowing reference to numerous volumes of cost data. The contract requires the contractor to provide/perform the necessary construction cost data, along with assembly and whole building costs data, under one interface. SSA requires accurate and up-to-date cost information that would assist developers, architects, engineers, contractors, and others to project and control the cost of both new building construction and renovation projects. Requirements should include a web-based system that provides a centralized repository to store and manage cost estimates, construction cost, along with the status of projects, quarterly status reports and storage regulations. The subscriber should provide accurate and up-to-date cost information that will assist owners, developers, architects, engineers, contractors and others to project and control the cost of both new buildings construction and renovation projects. The vendor should provide access to detailed construction cost data, along with assembly and whole building cost data, under one user interface, and at least 15 concurrent users with secure passwords. This requirement should include access to the following: Building Construction Cost Data • Concrete & Masonry Cost • Facilities Maintenance & Repair • Repair & Remodeling Cost • Green Project Planning • Heavy Construction Cost • Building Construction Cost (Metric) • Building Construction Cost Open Shop • Mechanical Cost • Electrical Cost • Plumbing Cost • Site Work & Landscape • Residential Repair and Remodel • Facilities Construction Cost • Assemblies Cost • Estimator • Residential Cost • Commercial Square Foot cost • Light Commercial Cost • Interior Cost A web-based application will be a resource used by the Office of Facilities nationwide to plan construction and repair-related costs to SSA buildings. The installation file(s) shall be delivered to SSA within two days after the award is made. The contractor shall deliver the installation file(s) to SSA through a download link or ship the installation DVD if the download does not work. The application updates and patches shall be delivered using the same delivery method. The contractor shall provide installation instructions and remote assistance to the IT Staff for the installation and troubleshooting of the web-application. The contractor shall provide remote assistance over the phone only as screen sharing is blocked at SSA. The contractor must appear onsite if there are insurmountable technical challenges with the application installation and work with the IT Staff to install the application and ensure it is running optimally. SSA requests that companies provide feedback on any major concerns they have with the stated capabilities. SSA also requests the companies to provide any comments or suggestions to the stated capabilities. Interested companies with the capability of providing the requirement shall submit capability statements that demonstrate their expertise in sufficient detail, including any other specific and relevant information, so the Government can determine the firm's experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government's review of the industry's ability to perform or provide these requirements. SSA also requests that companies provide information regarding the availability of their services on existing contract vehicles, such as GSA, SEWP, and other agency IDIQ contracts. In addition to capability statements, firms must include this information in their responses: (1) organization name, address, email address, website address, and telephone number; (2) size and socioeconomic designation of the organization (i.e. small business, small disadvantaged business, 8(a), etc). Responses from industry MUST be submitted via email to Scott.Pinney@ssa.gov by September 15, 2016 at 12:00 PM EST. No phone calls will be accepted. The subject line of the submission should read "RFI-0919-17-1011". NOTE: There is a size limit for email; no submission shall be greater than 5 MB. We emphasize that this RFI is for planning and information purposes. No solicitation exists; therefore, requests for copies of a solicitation will not be honored.
