Request for Information (RFI) for a Portable Radio Frequency (RF) Welder General Information Document Type: Request for Information Posted Date: September 9, 2016 Response Date: October 7, 2016 NAICS Code: 326111 Contracting Office Address ACC-APG, Natick Contracting Division 1 General Greene Ave. Natick MA 01760 Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice will not be considered as offers and will not be accepted to form a binding contract. The costs of preparing and submitting responses to this RFI will not be reimbursed by the Government. The Joint Program Executive Office for Chemical Biological Defense (JPEO-CBD), Joint Project Manager for Protection (JPM P) is seeking to obtain a better knowledge and understanding of industry capabilities regarding current commercially available RF welders that may be portable. Specific information is sought on industry solutions that are capable of permanently sealing estane and other polyurethane type materials up to 210 mil thick using RF welding. This solution would need to be transportable and hand held so that it can be shipped and used in a field type of environment. The application requires RF welding of lengths up to 38 inches at a time, so minimizing sealing times is important. The solution should be able to be stored at temperatures down to -40oF and up to 160oF. It is desired that the solution be able to withstand (MIL-STD-810, method 516.7) rough handling requirements. It is also desired that the solution not be susceptible to damage from personnel electrostatic discharge (MIL-STD-464). For the purposes of this RFI, responses should include as much of the following information available: • Capability statements that speaks to relevant past experience(s) in this mission area • Profile of the vendor, including whether the organization is considered large or small business and is a minority, woman-owned, veteran owned, or native-American owned business • Description of solution and solution use • Expectations of weight and volume • Description of power requirements to include maximum power draw and any power cleanliness requirements • Whether special tool sets would be required for assembly and disassembly This RFI is issued solely for gathering information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will become Government property and will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The information in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
