- THE CONTRACTOR SHALL PROVIDE A HUMAN FACTORS STANDARD LITERATURE REVIEW AND A HUMAN FACTORS STANDARD PRACTICE DOCUMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, using simplified acquisition procedures (FAR Part 13) for evaluation and solicitation for commercial items and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The Request for Quotation number is CPSC-Q-16-0068 and is issued as a Request for Quotation (RFQ). An award will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the RFQ. The Government reserves the right to award without discussion or make no award at all depending upon (1) the quality of proposal receive and (2) whether proposed price are determined to be fair and reasonable. This Request for Quotation (RFQ) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-88-1. THE AWARD OF THIS REQUIREMENT IS SUBJECT TO THE AGENCY DETERMINATION TO FUND THIS PROJECT. ALL SUBMISSION SHALL INDIATED THAT THE PRICING IS VALID THROUGH SEPTEMBER 30, 2016. The Consumer Product Safety Commission (CPSC), Division of Human Factors, Engineering and Sciences Directive intends to generate a standard best practice for human factors requirement to assist designers, manufactures and vendors in applying human factor principles an guidelines in the design, development and test of their consumer products. The goal is to provide a single, easy-to-use-source document of human factors best practices orient to consumer product development. The services will be conducted in two phases in accordance with the outlined stated within the statement of work. The p eriod of performance is scheduled for September 29, 2016. The closing date/time for submission of offers is September 16, 2016 3:00 pm Eastern Time. Please see the attached RFQ for instruction on submitting a quote. Request for further information may be addressed via e-mail to rmurray-johnson@cpsc.gov. No telephone request for copies of the RFQ will be accepted. All interested parties must be registered and current in System for Award Management (SAM) (www.sam.gov) to be considered.
