- Sole Source Justification / Brand Name Specification Description: This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-Q-3019. Incorporated provisions and clauses are those in effect through most recent Federal Acquisition Circular. The NAICS Code is 334519. Size standard is 500 employees. This action is being processed on a sole source basis to A H Systems, Inc. The NUWCDIVNPT Office for Small Business Programs concurs with the sole source determination. Naval Undersea Warfare Center Division Newport intends to procure the following items: 0001 Double Ridge Guide Horn Antenna, Model SAS-571 (16 each) 0002 Antenna Radome Enclosure, Model ARE-671 (13 each) It is expected to place a Firm Fixed Price purchase order with A H Systems, Inc. A H Systems, Inc. is the only known source that can supply this certified horn antennas. (See attached Sole Source Justification.) The horn antennas are an integral part of the Enhanced Radio Direction Finding Test Sets (ERDFTS). Brand Name only is acceptable, no substitutions. Required delivery is 4 weeks after receipt of order or sooner. F.O.B. Destination to NUWC OSO SESEF, Virginia Beach, VA. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items apply. The following addenda or additional terms and conditions apply: FAR Clauses 52.204-19, 52.209-10, 52.209-11, 52.222-50, 52.223-18, 52.232-39, 52.232-40, 52.233-3, 52.233-4 and DFARS Clauses 252.203-7000, 252.203-7002, 252.204-7003, 252.204-7008, 252.204-7009, 252.204-7012, 252.204-7015, 252.225-7048, 252.232-7010 and 252.247-7023. Section 508 does not apply. In accordance with DFAR Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Governments unit acquisition cost is $5,000.00 or more.
