Description
This is a Special Notice of intent to procure GSM/GPS tags to be used to monitor the foraging behavior of Hawaiian monk seals and related data/airtime services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center on a sole source basis with the University of St. Andrews. The Government intends to acquire these items using FAR Part 13, Simplified Acquisition Procedures. The statutory authority is FAR 13.106-1(b). The NAICS code for this procurement is 334290 with a corresponding size standard of 750 employees. The Contractor will provide the NOAA Hawaiian Monk Seal Research Program (HMSRP) with GPS/GSM telemetry tags to study the at-sea movements of Hawaiian monk seals. 1)Provide GSM/GPS tag(s) 2)Collect transmitted data via the GSM network, filter data, and provide it online for download by the HMSRP. Technical Requirements of the tag: 1.GPS quality locations for fine scale geographic movement 2.Detailed individual dive and haulout data 3.Data transmission via mobile phone GSM to maximum data bandwidth 4.Housing able to withstand depths of 1800 m 5.Depth (pressure) resolution +/-.5 m at surface, +/-1 m at 500 m 6.Weight in air <400 g 7.Powered by Solar or batteries (or combination) 8.Minimum battery life of 4 months at default settings 9.User programmable This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than September 12, 2016 at 10:00 a.m. HAST. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only The University of St Andrews can provide this requirement. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
