Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) in support of the Air Force Medical Genetics (ASMG) Center at Kessler Air Force Base intends to award a firm fixed price contract on a sole source basis to Echelon Diagonstics, Inc., located at 9090 Double Diamond Parkway, Reno, NV 89521. This contract will be awarded under the authority as prescribed in 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is for a customized non-invasive prenatal diagnostics software that can generate clinical calls from sequence data output from an Illumina NextSeq platform, using the plasma of pregnant patients. The software needs to have the capability to handle large data sets of electronic genomic information and cannot be a cloud based system. Cloud based storage and transmission is not in line with the security protocol of the Air Force Medical Genetics (ASMG) Center at Kessler Air Force Base. Echelon Diagonstics Inc. is the only company that is capable of providing the software services that gives the Air Force Medical Genetics (ASMG) Center at Kessler Air Force Base all the analytical points needed to fulfill their study requirements. The advanced software will allow for the Government to perform specified diagnostics in house and eliminate the need for any cloud based computing solutions or outside data transfer. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail ONLY to Brandon.j.rivett.civ@mail.mil, trisha.r.scott.ctr@mail.mil AND michael.dalessandro6.civ@mail.mil, no later than 2:30 p.m. EST 22 September 2016. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
