- The National Institute of Environmental Health Science (NIEHS) intends to award a purchase order to Olympus America, 48 Woerd Avenue, Waltham, MA 02453, for the purchase of a Hamamatsu Orca Flash Camera and Gemini Image Splitting Optics System. The North American industry Classification System (NAICS) Code is 333314 and the business size standard is 500. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Olympus America, is the only known responsible source capable of providing the required instruments and no other product will satisfy the agency's requirements. The purpose of this purchase order is to purchase the Hamamatsu Orca Flash and the Hamamatsu Gemini Image Splitting Optics for the lab's vivo photometry system, located at the NIEHS, RTP, NC. This camera and image system will be used to monitor the functional and structural changes in specific brain circuits. We require the following features that are unique to this camera: 82% Quantum Efficiency; 0.8 median e-read noise; Lightsheet Readout Mode (patented); Global reset function. The camera also has 10% greater quantum efficiency than its competitors, which works to reduce the impact of read noise. The W-VIEW GEMINI is used with the Hamamatsu camera to project two side-by-side images onto a single camera, thereby avoiding many of the complexities that are encountered when doing dual wavelength imaging with two cameras. Its unique optical design allows for precise axial and lateral chromatic aberration correction. In order to enable the sharing of common resources within the Institute, the camera and corresponding software must be consistent with other equipment in the lab. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Valarie K. Sims at sims3@niehs.nih.gov and are due by 9:00 AM on September 14, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
