- Attachment 1 FAR Clauses and Provisions Added: Sep 08, 2016 11:30 am This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number HSCEMS-16-Q-00022 is hereby issued as a Request for Quotation (RFQ) to procure Combined Systems, Inc. 12 Gauge, 150 Meter Flare Bang rounds. The associated North American Industrial Classification System (NAICS) code for this procurement is 332993 with a small business size standard of 1,500 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit quotes. The award is for a firm, fixed-price Purchase Order with a delivery date of 30 days after receipt of order (ARO). Requirement: Quantity of order is 2,550 rounds, Combined Systems, Inc. 12 Gauge, 150 Meter Flare Bang cartridges. Period of Performance: The ordering period of performance will be 30 days ARO. Place of Performance: Delivery destination will be specified in the Purchase Order. Instructions for Quote Submission: Quotes shall be submitted by email to Contract Specialist, Yasmin Atkins at Yasmin.Atkins@ice.dhs.gov and are due no later than 11:00 am EST on Wednesday, September 14, 2016. The FAR Clauses and Additional Provisions, Clauses, Terms and Conditions applicable to this solicitation and any resultant contract or contracts are in accordance with Attachment 1 - FAR Clauses and Additional Provisions, Clauses, Terms and Conditions. This RFQ document incorporates the provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-46 effective October 29, 2010. Questions: All questions concerning this solicitation must be directed in writing via email to Yasmin Atkins at Yasmin.Atkins@ice.dhs.gov and Heather Cauthinn at Heather.Cauthinn@ice.dhs.gov by 12:00 pm Monday, September 12, 2016. No questions or inquiries will be accepted by telephone. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website. Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this RFQ. Quotation Content: Vendors are cautioned to review the RFQ and ensure that the quotation submitted fully complies with any or all requirements of the RFQ. Each quotation shall include the following: 1. An exact-match product description; 2. The total price amount, including shipping costs; and 3. The unit/round price. Basis of Award: The Government intends to award a firm, fixed-price Purchase Order based on the lowest evaluated price quote with an exact-match only to Combined Systems, Inc. 12 Gauge, 150 Meter Flare Bang rounds. Quotes will be evaluated for acceptability (only) on a pass/fail basis and will not be rated. Award may also be made on the basis of initial quotes without discussions. Vendors are therefore cautioned that each initial quote should contain the Vendor's best terms. The right to conduct discussions, if any is, reserved.
