Description
SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Transatlantic Division Middle East District (TAM) will host an Industry Day on October 18th, 2016. The Industry Day specific time and location will be determined at a later date. An Amendment to this notice will be posted to the Federal Business Opportunities (FBO) website once time and location has been determined. The Industry Day will focus on facilitating interaction between the U.S. Government and Industry, and the benefits of developing relationships with USACE and their customers. Presentations will focus on future design and construction work that the Qatar MATOC may be used to support along with other contracting tools. Additional briefings will focus on challenges faced by companies working with the U.S. Government in State of Qatar as well as legal and registration requirements for contracting with USACE and the U.S. Government. PURPOSE: This Industry Day is being held to advise interested firms about future construction opportunities through USACE in State of Qatar. The event will provide a forum for firms to partner and develop competitive prime contractor and subcontractor teams. Prime contractors are expected to have their subcontract managers on hand to meet and interact with subcontractors during the time provided in this event. The event is directly associated with the future award of an Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) that will be used to award construction contracts for anticipated future needs in State of Qatar. Projects may range from those where the U.S. Government provides full design (Design-Bid-Build) to those with limited design and functional specifications requiring the contractor to complete the design and construct the project (Design-Build). Projects may involve one work function, or may include multiple functions associated with construction to include, design incidental to construction, renovation and upgrades. The purpose of the MATOC is to provide construction capability that will range from new construction to renovation and upgrades of real property such as general building renovations, facility renovation, facility repairs/alterations, command and control facilities, training facilities, medical facilities fuel distribution and storage systems, power plants, road construction, airfields, naval facilities and associated structures, facilities demolition, building debris type removal, structural repairs, site work, utility installation/replacement, paving, industrial repairs, equipment upgrades, geotechnical work, instrumentation, security systems, and design associated with all of the various aforementioned tasks and other projects requested by customers within State of Qatar. It is the U.S. Government's intent to make multiple contract awards under a single solicitation. This solicitation will result in MATOCs entered into in accordance with Federal Acquisition Regulation (FAR) 16.504(c). Individual project task orders are anticipated between $1,000,000.00 and $30,000,000.00 each with a total contract value of $250,000,000. Task orders will be Firm-Fixed Price (FFP). USACE TAM expects to award the MATOC to offerors who are evaluated as highly qualified to perform the work. The number to be awarded is dependent upon many factors including the number of highly qualified offerors identified and such offerors' capability as determined based on proposals received. USACE TAM expects to award a one year base period and four twelve (12) month option periods by using this MATOC vehicle. Attendance at this Industry Day is voluntary. Companies are limited to a maximum of two (2) representatives, as space is limited. Industry Day participation is not required when submitting on the above proposed acquisition Request for Proposal.
