- Synopsis: This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation (FAR) FAR 13.106-1(b)(1) and Statutory Authority for other than full and open competition is '10 U.S.C.2340 (c)(1)', only one responsible source and no other supplies or services will satisfy agency requirements. : For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). The U.S. Military Academy at West Point, N.Y. intends to award a sole source purchase order to National Student Clearinghouse for the purchase of their online databases. The applicable NAICS code is 611710 with a size standard of $15.0m. All responses from responsible sources will be considered. This notice of intent is not a request for Quotations.
