Project Number: 695-16-119 RFI Number: VA69D-16-N-1293 Notice Type: Sources Sought / Information ONLY Synopsis: 08 September 2016 SOURCES SOUGHT SYNOPSIS for SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) and VETERAN OWNED SMALL BUSINESS (VOSB) CAPABLE OF SELF-PERFORMING HEATING, VENTILATION, AND AIR CONDITIONING (HVAC) WORK AT THE CLEMENT J. ZABLOCKI VA MEDICAL CENTER IN MILWAUKEE, WISCONSIN. This is a request for information / market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, invitation for bid, nor does it in any way restrict the Government to a specific acquisition approach. The Government is not obligated to and WILL NOT pay for information received in response to this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of members of the SDVOSB & VOSB Communities nationwide that are qualified to perform as a prime contractor on a specialized, potential, construction contract that will focus mainly on procurement and phased replacement of HVAC equipment at Clement J. Zablocki VA Medical Center in Milwaukee, WI. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. Only companies that have been verified by the Center for Veterans Enterprise (CVE) as an SDVOSB or VOSB business to perform work under the applicable NAICS code 238220 - Plumbing, Heating, and Air-Conditioning Contractors, should submit a response to this notice. All others should NOT respond to this RFI. The Government anticipates award of a single, firm fixed price, contract with a value in the range of $1,000,000 to $5,000,000. The primary location of performance will be located at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. If your company is qualified and interested, please submit a letter (maximum 10 pages) via EMAIL stating the following: 1.Name of your company, DUNS number, address, point of contact with phone number, e-mail address and fax number. 2.The assigned NAICS code for this proposed procurement is 238220 - Plumbing, Heating, and Air-Conditioning Contractors, size standard: $15.0 Million. Demonstrate that your company is registered with the System for Award Management at SAM.gov, to do business with the government under this NAICS code. 3.Demonstrate that your company has been verified by the VA Center for Veteran Enterprise (CVE) as a SDVOSB (service disabled veteran owned small business) or VOSB (veteran owned small business) under NAICS code 238220 by providing a current printout of your company's listing from the Vendor Information Pages website at the following link https://www.vip.vetbiz.gov/ 4.Provide evidence of any other socioeconomic designation your company may hold (Woman Owned, Minority Owned, etc.) in addition to your SDVOSB or VOSB classification. 5.Does your company self-perform HVAC work? 6.Provide examples of past projects of similar magnitude ($1m to $5m) and complexity by including a brief description of each project. Provide relevant, self-performed project experience for the procurement and phased replacement of HVAC equipment. The work for this project is dependent on phasing and duct/piping connection done during weather windows that occur during the spring & fall. This will require an advance level of project management that can anticipate/solve problems and give the VA advance planning to prepare for the targeted weather window (Day >60 F, Night <40 F). Also, for each example project include key staff involved from your company, customer contact names and phone numbers, and dollar values of completed project. Only provide examples of projects that your company has performed within the last five (5) years. 7.State your company's bonding capability / capacity. 8.Your company would be required to perform at least 25 percent of the cost of this contract performance incurred for personnel using your own SDVOSB or VOSB workforce or a combined effort of 25% or more of your own workforce with that of other subcontracted, CVE verified SDVOSB or VOSB firms. Please explain how you would meet this requirement. 9.If your company would likely pursue a project of this nature as part of a joint venture, please provide the names and DUNS numbers for each company that would be party to the joint venture, also provide the joint venture company name & DUNS number. Each response received will be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible SDVOSB or VOSB small businesses that are capable of self-performing the required HVAC work. All information furnished to the Government in response to this notice will be used for these market research purposes only. Responses must be submitted to this office in writing, by EMAIL to the contract specialist, Jerrod Schleis at: Jerrod.Schleis@va.gov by 10:00 AM CST on Friday, September 16, 2016. You must include the Project # and RFI # in the subject heading of your email. Regular mail and/or Facsimile responses will NOT be accepted. Telephone calls will NOT be accepted.
