Description

This Request for Information (RFI) comprehensive market research effort is being conducted by the Department of Veterans Affairs (VA), Office of Small and Disadvantaged Business Utilization (OSDBU), to learn as much as possible about the capabilities and interest of Verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) as it relates to providing Medical/Surgical equipment and supplies to VA via the Next Generation-Medical Surgical Prime Vendor (NG-MSPV) Program. Your responses to the web-based questionnaire available at this site (http://data.mcix.com/MedSurgRFI) will be used to assist VA in ensuring that the "VA Rule of Two" is adequately considered for SDVOSB and VOSB firms both on VA's FSSs and in the open market. About the NG-MSPV Program: VA's Veterans Health Administration (VHA) will be soliciting for the provision of consumable commodities in support of the Medical/Surgical Prime Vendor (MSPV), and the Next Generation- Medical/Surgical Prime Vendor (NG-MSPV) Program catalog. The MSPV/NG-MSPV Program is a national program that provides a customized distribution system that meets or exceeds facility requirements by providing efficient and cost-effective just-in-time distribution, inventory, electronic, and catalog ordering processes through seven prime vendor contracts. The MSPV/NG-MSPV Program facilitates quick, reliable, just in time ordering, thus, increasing the efficiency and effectiveness of the day-to-day operations in the VHA system. The Government does not intend to award a contract on the basis of this request. Neither unsolicited proposals nor offers of any kind will be considered in response to this RFI, and there will be no contract award resulting from responses to this notice nor reimbursement for any costs associated with providing information in response to this notice. This RFI is being placed under the General Services Administration (GSA) eBuy and Federal Business Opportunities (FedBizOpps) websites to ensure any interested parties have the opportunity to respond. All announcements with the same title point to this questionnaire; only one response per company is requested. RESPONSE INFORMATION: This RFI is targeted exclusively for verified SDVOSBs and VOSBs, listed in the VA OSDBU, Center for Verification and Eligibility (CVE), Vendor Information Pages (VIP) database. Responses to this RFI must be submitted by 11:59 pm, Eastern Time, September 30, 2016. Data collected will become the property of the VA and will not be shared with any entity outside of the VA. Please note that this RFI is exclusively survey-based; written, email, or telephone responses will not be considered. DISCLAIMER: A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by VA OSDBU. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.
